City of Pleasanton
Consulting Services - AMI Procurement and Program Management
6 | P a g e

section below. Diameter will also define the key activities involved in each workstream and the priority in
which they must be completed. The complexity of this project requires a strategic and well thought out
onboarding process to ensure standardization of operating procedures and consistency of mobilization.
We will also leverage lessons learned from previous implementations to plan for common risks
associated with startup activities to prevent project delays and ensure no details are missed.
Proof of Concept
Proof of Concept (POC) is a crucial subphase that will confirm the proposed solution, as implemented,
will meet Pleasanton’s requirements and deliver the features and benefits promised by the project’s
vendors. The POC subphase will begin with installations in a defined area to validate that all elements of
the solution are functioning in a production environment. This includes validations that meters are
functioning, meter types and programming configurations are accurate, radio transmitters and data
collectors are transmitting and collecting data as anticipated, and billing systems are integrated and
present information accurately. Diameter has developed this approach to ensure that installations in the
production environment are controlled and that there is a formal process for all project teams to agree
that the solution and operating procedures meet all requirements. During POC, Key Performance
Indicators (KPIs) are defined and POC exit criteria will be established and monitored to confirm the
proposed solution and program operating procedures are working as desired. Diameter will compare
actual results to the expected outcomes which will allow Pleasanton to confidently approve the installation
vendors to move into the full Installation and Deployment subphase of the project.
Installation and Deployment
While Installation and Deployment is treated as a distinct subphase, where more areas are released and
the installation contractor scales up production, Diameter’s approach to Contract Administration and
Program Management remains largely the same as the POC phase. The difference in deliverables is
driven by length of the phase. For the sake of brevity, we will not duplicate descriptions of the deliverables,
instead withing the description of the deliverable we will identify where specific deliverable may d iffer
between the POC and Installation and Deployment phase.
Close out
Effective management of close out activities is an important part of the Program, as it ensures proper
closure and hand off of the system as it transitions from the Implementation Phase to the on-going
ownership, operation, and sustainment by Pleasanton. Close out activities should be planned and
monitored, like any other subphase of the program. Our experienced team will mitigate risks that lead to
unnecessary extension of the Close Out subphase and help ensure Pleasanton is set up for success
moving forward as the vendors are released from the program.
1.3.2. Workstreams
Diameter’s AMI Program Startup approach includes the management of the five key project
workstreams. By breaking the program into smaller, more defined scopes of work, resources can be
more effectively and efficiently engaged, and parallel activities can be planned and completed to start
installations as quickly as possible. Diameter will define the key activities involved in each workstream
and the priority in which they must be completed. The following sections outline the key project
workstreams and Diameter’s approach and deliverables associated with each: Network and Software
Deployment, System Integrations Design and Development, Installation Readiness, Public Outreach
Development and Support and Testing.
Workstream 1: Network and AMI Software Deployment
Diameter can support overall data collector deployment and coordination tasks depending on the type of
AMI technology selected. The level of effort of this task depends on the number of data collectors
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
