City of Pleasanton
Consulting Services - AMI Procurement and Program Management
7 | P a g e

proposed and the complexity of the installation. During the Startup subphase of the project, Diameter will
facilitate data collector deployment meetings to ensure the network deployment is on track. These
tasks should be completed before any meter installations are performed. Activities include the
development/review of a collector deployment plan and the review of the propagation study submitted by
the AMI vendor. Diameter can also attend the first week of site surveys to provide support and ensure
best practices are being followed. It is also important to keep in mind throughout the network deployment:
1) changes in network infrastructure locations may affect the propagation, and 2) each proposed location
will have individual site-specific approvals.
Workstream 2: System Integrations – Design and Development
System integrations are an essential part of a successful AMI solution and will be overseen by our subject
matter experts who specialize in integrations specific to these types of projects. Design and testing of
the system integrations will be done in cooperation with Pleasanton, the installation vendor, and the CIS
vendor. This task includes defining the required interfaces and the frequency of data transfer, as well as
ensuring quality assurance processes are in place to highlight when data issues arise. Diameter’s role
will be to plan, document, and support the integration efforts, and validate the output through Diameter-
lead User Acceptance Testing. The selected AMI vendor and CIS integrator will be responsible for the
actual interface development. We have developed a three-step process for scoping the integration effort
by the CIS vendor. In Step 1, Diameter, Pleasanton, and the CIS vendor will develop a realistic timeline
for when resources will be required. Documentation for Step 1 will be developed at the beginning of the
Procurement Phase. Step 2 will update this document once the AMI, MIS, and Customer portal vendor(s)
have been determined. Step 3 will occur during the Startup subphase and will detail all business
requirements for all required interfaces.
Workstream 3: Installation Readiness
The third workstream, Diameter, will lead to Installation Readiness. In this workstream, we will guide all
stakeholders involved in meter and radio installations through critical concepts and processes that
must be established prior to initiating the Proof-of-Concept subphase and entering homes. This
workstream will define what will constitute a pass or failure for any given installation, how the installation
contractor will move through Pleasanton in an organized and effective manner, the components of the
quality assurance program, how tasks will be identified, assigned and resolved, the compliance process,
emergency procedures and processes, and the invoicing process. Establishing these things before
installations begin will help ensure the successful deployment of meter and radio assets. Diameter
understands that the installation process will be the most visible element of the entire AMI program, so it
will be the process with the highest risk of negative feedback from the community. Our approach to this
workstream is to address all the risks and issues we have seen in previous AMI deployments to help
prepare the installation vendor and Pleasanton for success.
Workstream 4: Public Outreach Development and Support
Diameter’s public outreach strategy, developed in the Design Phase, will be updated to reflect the
details of the selected vendors and finalized to accommodate the Startup, Proof of Concept, and
Installation and Deployment subphases of the project. In a program of this complexity, many stakeholders
will be involved in the development, review, and approval of the project’s supporting documents,
processes and procedures. Diameter has the management expertise necessary to guide the overall
development and approval process for these components. We will facilitate communication and
cooperation between stakeholders and bring best-in-class samples to ensure all requirements are
covered. Typically, public outreach material development includes 1 round of review and revisions in
addition to an initial communication plan review meeting. Diameter would facilitate eight workshops listed
below including minutes and action items for each, ongoing support to assist with documentation and
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
