Diameter
understands that program participants will change or be added throughout the program. To support such
changes, Diameter will develop a program onboarding presentation to introduce new resources to the
program goals and objectives, key milestones, and other key project and contact details. Deliverables:
Project Charter - Project Charter for Implementation Phases, Project Organizational Chart - Program
Resource Structure for all Parties, AMI Program RACI Matrix - Clear Roles & Responsibilities for all Project
Members, AMI Leadership and Steering Committee Groups - Project Member Teams Involved in
Approvals and Direction, Project Workstreams - Defining Key Workstreams and Milestones for Each,
Develop document facilitate meetings to present each document: Program Communication Plan, Program
Reporting Requirements, Program Escalation Protocols, Program Approval Authorities, Program
Onboarding presentation.

1.3.5. Program Management
Introduction: Effective program management is crucial for the successful execution and delivery of our
projects. Our approach to program management encompasses a comprehensive set of activities
designed to ensure that all project components are aligned, resources are efficiently utilized, and
objectives are met on time and within budget.
Objectives: Achieve strategic goals through coordinated project efforts; Optimize resource use and
project outcomes; Enhance organizational performance and project delivery. Program Management will
occur throughout the entire lifecycle of the program. Program Management will include: Performance
Monitoring and Stakeholder Engagement, Schedule Management, Financial Management, Quality
Management, Installation Oversight, Inventory Management and Forecasting.
Performance Monitoring and Stakeholder Engagement
Diameter has developed a program status report template, that can be adjusted as required, that will
provide an executive summary of key program activities, what has been accomplished, and trends toward
completion by tracking program KPI’s. Delivered monthly, this report will allow the stakeholders who can’t
attend meetings to remain engaged and understand the program status. This report contains key metrics
including Project plan % complete vs. baseline, production plan actuals vs. baseline, trend analysis,
installation and data quality, data quality failure rates as well as CPI / SPI calculations (included)
depending on audience receiving it. Pleasanton leadership and Steering Committee engagement is a
critical part of the program. Diameter will produce a monthly program status report detailing project
performance, key risks and issues being tracked, current and completed activities, and any success
stories for a leadership level audience. Diameter’s Program Manager will meet with the Pleasanton
program manager and the Project Sponsor every quarter to ensure that more sensitive project topics can
be discussed as required. Diameter will also prepare Program Memoranda, as needed, to garner official
approvals or provide updates on critical program elements to the Program’s Sponsor and Steering
Committee.
Schedule Management
Diameter will develop a Master program plan and production schedule as a part of the Program
Management effort. It will contemplate a work breakdown structure that will allow for the various
Installation vendors plans to be captured in a consistent way and will identify the dependencies between
the specific tasks, the critical path and what each resource will be responsible for. The plan and schedule
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
