City of Pleasanton
Consulting Services - AMI Procurement and Program Management
12 | P a g e

will be reviewed regularly with stakeholders during meetings. A deployment program requires additional
schedule management during Proof of Concept and Deployment activities due to the wide variety of
interrelated variables. Schedule Management activities ensure that installation activities remain in
alignment with product availability and ordering and that the right parties are notified any time there are
risks associated with alterations to the baseline schedule.
Financial Management
One of Diameter’s primary priorities during the POC and Installation and Deployment Phases of the
program will be budget tracking and maintenance. We understand that Pleasanton does not want to
spend more than is required/budgeted to complete a successful implementation. Diameter will review all
line items included in each invoice from both the various installation vendors, confirming that invoices are
accurate and tracking quantities to ensure that the budget trends are in line with expectations. Any
quantities that are trending high during POC will be reviewed prior to entering the Installation and
Deployment Phase to understand the reasons and adjust quantities or installation practices as needed.
Diameter also tracks our own budget very closely to validate that our burn rate is in line with our forecast
and that our financial estimate at completion is in line with the total budget. On a monthly basis Diameter
will prepare Payment Certificates that will provide detail and confirmation of total spending to date,
remaining balance on the contract, performance vs. plan on each line item and visibility to any trends that
may have an impact on overall budget.
1.3.6. Quality Management
Quality Assurance
If desired, Diameter will design and execute a quality inspection program, assigning a Quality Inspector
(optional) to deliver it. The QA Inspector’s responsibility will be monitoring and reporting on the quality of
the work performed by the installation Contractor throughout the Proof of Concept and Installation and
Deployment subphases. Diameter will set up a field inspection smart phone application to guide the
collection of field inspection data. This provides the ability to collect consistent and accurate data on the
inspections performed, take pictures as required, track the inspections through GPS, and access real-
time feedback. This application can be used by Diameter and/or Pleasanton field staff if requested.
Diameter’s QA Inspector will also perform virtual inspections by using the installation contractors Meter
Installation System (MIS) software to review pictures, data captured, and billable line items, and the AMI
software to ensure that there are no quality issues with the installation or data, and that the radio is
communicating as expected with the AMI network. The effort for an optional local full-time Diameter
Quality Inspector performing inspections would be based on at least 5% of the installations performed by
the Installation Contractor. Inspections will be a combination of virtual inspections and field inspections
and tracking the results of each inspection performed in a log with KPIs captured to review with the project
management team on a weekly basis. Quality Assurance Meetings would also be scheduled and
facilitated by Diameter to discuss issues identified, trends and escalations as required.
Data Quality Protection Tool (Optional)
Diameter has developed a Data Quality Protection Tool application to ensure data accuracy and
completeness through automated validation procedures. This tool takes much of the manual checking
out of the quality assurance process. Each service order passed to the CIS system is reviewed, with
issues reported instantly. The solution integrates with multiple source files to compare production reports
against the MIS database, preventing duplicate records. It operates in near real-time, scanning for new
files on the SFTP site and producing error reports within hours. Error Reporting and Analytics: Diameter’s
solution includes detailed error reporting and analytics. Customized error messages specify work order
failures, enabling quick remediation. Analytics help identify data quality trends and root causes,
supporting continuous improvement. Detailed reports provide clients with insights into data issues and
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
