City of Pleasanton
Consulting Services - AMI Procurement and Program Management
13 | P a g e

project data quality performance. Our data integrity tool can also be used to help identify synchronization
issues that may occur across numerous production systems. Diameter’s Data Quality Protection solution
enhances data integrity, streamline operations, and offers actionable insights, ensuring efficient and
accurate AMI system functionality.
Installation Oversight
Through the course of the program, there will be different barriers to replacing the meter or upgrading
the Pleasanton residences and businesses to AMI technology. Diameter will manage all issues identified
and ensure that the installation contractor takes the appropriate actions as outlined in the operating
procedures approved during the Startup subphase. This includes emergency work allowances and pre-
installation approvals where additional time, effort or plumbing may be required to upgrade the water
meter. In these cases, the additional work can only be performed and invoiced with formal approval from
Pleasanton. The installation contractor will also run into issues preventing them from completing the work
required. Installation issues will be tracked as “Tasks”. Some examples of common Tasks include location
of the meter box, meter box inaccessible, the valve not functioning correctly, etc. Diameter will track these
tasks to ensure they are assigned to the appropriate parties and resolved in a timely manner. Diameter
will also support Pleasanton with their Compliance Program. Customers who do not respond to requests
to book an appointment or who reject the AMI upgrade outright will be subjected to the compliance
process, which will leverage new or existing by-laws to encourage them to participate in the program and
thus achieve the highest installation rate possible. It is critical for the Pleasanton and Diameter team to
set up a reporting structure that allows for validation that all contractual contacts have been completed.
First, to ensure that the Installation Vendor has met their contractual requirements but also that
Pleasanton can have confidence in the consistency amongst customers before moving to enforce
compliance with the program.
1.3.7. POC Success Management
Success management is integral to Diameter’s Proof of Concept approach as it ensures the achievement
of POC objectives. We recognize that success hinges not only on the implementation of the AMI solution
but also on effective user adoption and satisfaction. Final User Acceptance Testing (F-UAT) plays a
pivotal role in this process by serving as the final checkpoint before the Installation and Deployment
subphase begins, validating that the solution meets user requirements and business needs. By
meticulously planning and executing F-UAT, Diameter mitigates risks associated with system failures
and ensures that the solution is aligned with the District’s expectations. Moreover, F-UAT fosters
stakeholder engagement and collaboration, empowering users to take ownership of the solution and
facilitating a smoother transition.
Final User Acceptance Test (F-UAT)
Final User Acceptance Testing (F-UAT): F-UAT serves as the final checkpoint before full Installation and
Deployment. Diameter’s F-UAT plan ensures that all business processes are working properly in the
production environment. This includes all processes from meter installation to asset management system
updates and customer billing using AMI collected reads. F-UAT will also validate that compliance, task
management, invoicing and area management process are also executed as expected allowing for
adjustments to be made as needed prior to wide scale deployment. This deliverable will focus on the AMI
system using AMI provided MDM and occurs at the end of POC. F-UAT Design includes a list of use
cases, expected results, a tracking sheet, scheduling and sequencing the use cases (development plus
one review and revision). F-UAT Support includes assisting with running use cases, working with the
District to validate the results, a maximum number of use cases of 50, document failures and working
with contractor to resolve errors; assumes maximum of one retest cycle for failed test cases.
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
