Schedule A
PPD will evaluate program success through:
• Monthly and Quarterly Reports:
o DUI arrest statistics
o Traffic collision data
o Training participation rates
o Public engagement metrics (event attendance, social media reach)
• Internal Reviews:
o Conducted by assigned sergeant and lieutenant, ensuring oversight and continuous
improvement.
• Stakeholder Communication Plan:
o Results will be shared with city leadership, police command staff, and the Chief's Advisory Board.
• Baseline Measuring of Performance
o 50% of DUI arrests in 2023 were from collisions (up from 33% in 2019), indicating that impaired
drivers are not being intercepted before causing collisions. This will be tracked and evaluated
monthly to ensure effectiveness of program

Program Sustainability
PPD is committed to maintaining DUI enforcement efforts and public education beyond the grant period.
Equipment purchased through his grant will be added to PPD's maintenance and replacement budgets to
ensure proper functionality and replacement after a useable life span.

Training Continuity:
• In-house SFST Instructors and DRE's will ensure ongoing officer training.

Sustained Enforcement:
• The hybrid traffic unit officer will continue to use the DUI enforcement vehicles for targeted DUI
enforcement after the grant expires.
• The hybrid officer position will remain in the Traffic Unit after the grant period and is a fully funded
position through PPD.

Community Partnerships:
• PPD will utilize the Chief's Advisory Board and existing events (Weekends on Main, Citizens
Academy, Coffee with a Cop) to continue public outreach efforts.

Ongoing Data Analysis:
• Newly purchased and implemented Crossroads and Crossroad Analytics software will provide PPD
with continuous evaluation of DUI enforcement effectiveness.

By addressing gaps in training, public education, and proactive enforcement, PPD aims to rebuild a proactive
DUI enforcement culture, ensuring long-term reductions in impaired driving incidents.

In-House Training & Sustainability Plan
PPD recognizes the importance of sustaining DUI enforcement and training beyond the grant period. The
department's monthly departmental training plan will accommodate ongoing DUI training using the DUI
Instructors and DREs provided by this grant. This ensures that officers remain up-to-date on the latest
impaired driving detection techniques without requiring external funding. Currently, PPD has six fully funded
officer positions in the Traffic Unit and one sergeant position. Therefore, the hybrid officer will be fully funded
by PPD and will only require the equipment needed to support that position. This will include a designated
DUI enforcement vehicle and a motorcycle.

Strategies for Long-Term Funding:
• City Budget Allocation: PPD will advocate for increased funding through the city's annual budget
process to sustain training, education, and enforcement efforts.
• Local Partnerships: Strengthening collaborations with M.A.D.D., The Chief's Advisory Board, and
other community organizations to secure alternative funding sources and sponsorships.
• State and Federal Grants: Continuously seeking alternative grant opportunities through agencies
such as the Office of Traffic Safety (OTS) and the National Highway Traffic Safety Administration
(NHTSA).
Attachment 1
