MEMORANDUM
Date: May 19,2025
To: Susan Hsieh, Director of Finance
Through: Siew-Chin Yeong, Public Works Director
From: Jeremy Cox, Utilities Division Manager
Subject: Justification for Provider of Services with BCG Water LLC
Recommendation:
PWD – Utilities Operation Staff recommends entering into this Professional Services Agreement with
BCG Water LLC for a not to exceed the amount of $99,000/year. 2-year term agreement.
BCG Water LLC will provide laboratory and regulatory assistance to ensure we continue to meet the
Division of Drinking Water (DDW) regulatory compliance.
Background:
Due to the uncertainty of the Laboratory vacancy and the need to continue to meet drinking water
regulatory compliance. The Utilities Division is reaching out for assistance in regulatory compliance.
BCG Water LLC is considered a Sole Source due to their knowledge of our regulatory compliance needs
as well as the effort they spent on our 2024 Consumer Confident Report (CCR).
Tasks to be performed by BCG, but not limited to are:
· Prepare and submit required monthly water quality reports (e.g., Monthly Monitoring
Reports, nitrate and coliform sampling reports, and chlorine residuals)
· Coordinate with City staff to collect operational data as needed
· Track reporting deadlines and communicate upcoming due dates
· Maintain digital records of submissions and reports via a compliance platform. DSRSD will
manage reporting and work toward implementing a tailored system that supports the City's long-
term compliance needs. The initial setup will involve collaboration with City staff to align
reporting tools and workflows.
Docusign Envelope ID: 475A1271-5695-469B-9AA9-36C5437FA957
