SCI Proposal for City of Pleasanton
May 22, 2025
Page 9
Task 5: Moller Ranch and Oak Tree Farm Engineer’s Report
In addition to the tasks outlined above, SCI will also prepare the Engineer’s Reports for the Moller Ranch
and Oak Tree Farm assessment districts for Fiscal Year 2026-27. These reports will reflect the restoration
of assessment amounts implemented at formation, with proposed step increases over the following two
to three years, ultimately reaching the maximum assessment amount authorized in the original formation
documents. SCI will work closely with City staff and City Council to reflect this phased increase approach
in the apportionment methodology and public-facing documentation.

City Resources
SCI will carry out all tasks specified in the Work Plan and any other related services, as appropriate. The
City would be responsible for the following:
Periodically meet or participate in video or voice conference calls with SCI as needed.
Provide information and documentation regarding the City's three LLMDs and their associated
capital improvement plan, description of services and improvements to be funded by the
assessment, the annual revenues needed, and additional data as requested.
Designate a City point of contact with authority to act on its behalf regarding the Work Plan.
Assist with planning, review, and coordination of action items.

PROJECT TIMELINE
We understand that the City would like to begin the Proposition 218 ballot proceeding in August 2025, for
the FY 2026-27 property tax roll.

Docusign Envelope ID: B1FD95A1-E488-46B7-8C39-6792DCB09322Docusign Envelope ID: 44B46978-8C9D-4351-9282-8253FD108A26
