• Adding monitoring to the existing fire riser and exterior backflow

Staging will occur within the station's secured perimeter. Waste bin placement and contractor
parking will be coordinated with Public Works and the Police Department (PD). Construction
crews will access the site through the main entrance, and all personnel will undergo PD
background checks. While some staff disruption may occur, no impact is expected on police
services. The emergency generator and fuel station are not included in this project.

Proposals
Staff recommends rejecting the original proposals from the July 16, 2025, solicitation of
proposals that only received one responsive package. The request for proposals was updated
to make the proposal easier to complete and provide additional information for the bidders.

Four proposals received on August 20, 2025, were evaluated by a staff committee and scored
as outlined in the RFP. Wilson General Contracting received the highest score, 27 out of 30
total points, and their base bid of $745,000 was below the engineer’s construction estimate of
$1.2 million. The Bid Summary is detailed in Attachment 1.

Schedule
The Fire Alarm Retrofit project will start design investigation and documentation in October
2025, after the contract is fully executed, with permits planned for January 2025. At that time, a
construction schedule will be finalized with the contractor and materials will be ordered, with
plans to mobilize at the most critical OSC site in February 2026, followed by the Library and
the PD buildings. Construction of the entire project is planned to be complete in June 2026,
and final testing and acceptance by July 2026.

Project Management
The Fire Alarm Retrofit project consists of four projects bundled into one contract, with multiple
building permits requiring monitoring on overlapping schedules. Additional support is required
due to each location's different working hours and durations of construction. Staff recommends
using existing on-call construction management or architectural professional support services
for the Fire Alarm Retrofit project after the general contractor contract is executed. The
consultant will review the plans, coordinate external reviews and access, and help administer
and inspect the project.

EQUITY AND SUSTAINABILITY
Ensuring a safe working environment is essential to all Pleasanton staff and the buildings used
by the public are a resource for all members of the Pleasanton community.

OUTREACH
No outreach was conducted during the fire alarm RFP process, as this item is a routine matter
of City business. Adjacent neighbors, the school district, and Library patrons will be given
notice prior to the start of construction.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton citywide strategic goals of Investing in
Our Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) to
Page 119 of 264
