City of Pleasanton
Emergency Operations Plan
24 June 2025
• Local news stations
• Volunteer and neighborhood groups and community or faith-based organizations
6.2. Joint Information System
The Joint Information System (JIS) is the broad mechanism that gathers, verifies, and coordinates
information from multiple agencies involved in an emergency situation, ensuring consistent, accurate,
accessible, and timely messaging is delivered to the public and media across different jurisdictions and
disciplines. The County/Operational Area may coordinate JIS activities for larger or countywide incidents
and events.
6.3. Joint Information Center
The Joint Information Center (JIC) is the central location where the JIS operates during an emergency. JIC
personnel perform critical emergency information, crisis communications, and public affairs functions.
A JIC will be established to provide a single, recognized source for official information, consistent
messaging, and pooled resources. When activated, JIC personnel will coordinate written statements and
news briefings, manage social media presence and rumor control, and perform other communication
functions. Regardless of where the JIC is established, public Information functions will continue to be
managed from the EOC.
7.0. C ONTINUITY OF G OVERNMENT
Continuity of Government (COG) is an essential function of emergency management and is vital during an
emergency/disaster situation. COG is defined as the preservation, maintenance, or reconstitution of the
civil government's ability to carry out its constitutional responsibilities. All levels of government share a
constitutional responsibility to preserve the life and property of their citizens. The California Government
Code and the Constitution of California provide the authority for State and local government to
reconstitute itself in the event incumbents are unable to serve.
A major emergency or disaster could result in great loss of life and property, including the death or injury
of key government officials. At the same time, there could be partial or complete destruction of
established seats of government, and the destruction of public and private records essential to the
continued operations of government and industry.
In the aftermath of a major emergency, law and order must be preserved, and essential government
services must be maintained. To this end, it is particularly essential that local units of government continue
to function.
7.1. Line of Succession
The lines of succession for essential City positions for continuity of governance are listed below. The list
also indicates the order of succession in the event the Director of Emergency Services or their designee is
not available. The list does not include all City departments.
