PLEASANTON PUBLIC LIBRARY FINE AND FEE SCHEDULE TO ASSIGN
LIBRARY MEETING ROOM RENTAL FEES

SUMMARY
City staff recommends updating the Master Fee Schedule (MFS) to assign Library Meeting
Room rental fees to expand access to community meeting spaces outside library hours and to
reflect the actual cost and community benefit of the service. The proposed changes to the MFS
reflect the City Council-approved Library and Recreation Department service categories for
facility rentals and General Fund subsidy thresholds and provide a framework for long-term
fiscal sustainability.

RECOMMENDATION
Adopt a resolution updating the Master Fee Schedule Section D. Pleasanton Public Library
Fine and Fee Schedule (Attachment 1) to assign Library Meeting Room rental fees

BACKGROUND
The Pleasanton Library Meeting Room is primarily used for library programs, City meetings,
and Friends of the Library events. Community groups have been permitted to reserve the room
during library open hours, based on space available, provided the group met insurance
requirements and followed established guidelines.

The City has not previously charged rental fees for community use, meaning General Fund
subsidies have covered the cost of staff time for reservations, calendaring, application
processing, insurance review, communications, and technology support. In addition, the City
has funded equipment and technology upgrades, furniture replacement, and ongoing
maintenance of projectors, cabling, and sound systems for the room. On average, the room
has been reserved for community use 80-90 times per year for up to three hours per
reservation.

With the recent reduction in library operating hours from 62 to 48 per week effective August 4,
2025, opportunities for community use of the meeting room are further constrained. Mornings,
afternoons, evenings, and Saturdays are prioritized for library programming, volunteer
orientations, Friends of the Library activities, and City use, precluding availability for
community use during open hours.

BOARD/COMMITTEE/COMMISSION ACTION
The Library Commission reviewed the staff recommendation at its August 7, 2025 meeting
and recommended approval of the update to the MFS as presented.
