recovery framework. Existing reservations made prior to the effective fee date will be honored
at no charge, and reservation holders will be notified of the update in advance.

If approved, new rental fees will be implemented on October 1, 2025. Following
implementation, staff will track revenues and related expenses to assess the impact of the new
fees. A routine evaluation system with performance metrics will be developed to guide
decision-making, ensure transparency, and inform any future adjustments.

To preserve core services, priority booking of the room will remain in place for library
programs, City-sponsored uses, and Friends of the Pleasanton Library events.

EQUITY AND SUSTAINABILITY
The proposed update to the MFS maintains the foundational principles of equity and
community benefit. This updated framework will continue to serve as a key tool for budgeting
and resource allocation, helping ensure that the City remains responsive to community
expectations and is fiscally resilient.

OUTREACH
The item was presented at the Library Commission meeting on August 7, 2025.

The only recurring events for partner organizations are those held by the Friends of the
Library, who received the information at their monthly meeting on August 27. No additional
outreach was conducted.

STRATEGIC PLAN ALIGNMENT
This recommendation aligns with the ONE Pleasanton Strategic Plan Goal of Funding Our
Future: Fiscal Sustainability. Support financial health and sound fiscal policies through long-
term planning, cost recovery, increased revenue, and cost containment.

FISCAL IMPACT
The proposed changes to the Master Fee Schedule will generate new revenue and reduce
General Fund subsidies associated with community use of the Library Meeting Room.

Prepared by: Submitted by: Approved by:

Lia Bushong, Assistant
Director of Library and
Recreation
Heidi Murphy, Director of Library and
Recreation

Gerry Beaudin, City
Manager

Attachments:
1.
