W Las Positas Blvd Multimodal Project – Amendment 03
City of Pleasanton

6 OF 8
Support for the value engineering evaluations has included development of additional cost estimate alternatives for each of the identified measures and meetings with the City to present alternatives and receive feedback.
Task 6.2.2. Revised 95% PS&E
The original 95% PS&E submittal was submitted to the City on May 30, 2025, and was updated with revisions to the drainage and utilities designs on July 11, 2025. Since that time, Mark Thomas has met with the City on multiple occasions to discuss the designs and receive feedback. The City has requested Mark Thomas to update and resubmit the 95% PS&E to address the following items:
• Update layouts to increase separation of the physical roadway improvements to existing water and reclaimed water lines. This task has included coordination with the City's geotechnical engineer to revise the roadway pavement sections for work over shallow utilities. Additional potholing for existing utilities is needed for completion of this design task.
• Incorporate value engineering recommendations for the following identified cost reduction measures:
o Reductions to the proposed pavement sections for HMA, AB, engineered fille and lime treatment (Currently under evaluation by City geotechnical engineer)
o Reduce bike lane section to 2" HMA & 6" AB (Currently under evaluation by City geotechnical engineer)
o Remove beehive drains in bioretention areas
o Remove improvements east of Stoneridge Drive intersection
o Reductions to traffic control systems, 6" under drain and traffic signal detector loop unit costs
o Replace all 5 gallon shrubs with 1 gallon shrubs and increase plant spacing
o Reduce tree root barrier to 20' length
• Revise PS&E to include a Base Bid for the ultimate project design (current – Willow to Stoneridge), plus northside bikeway improvements (Hopyard to Willow), plus mill and overlay (Hopyard to Willow) and utility replacements (Hopyard to Willow). Alternate Bid for Hopyard to Willow (current ultimate design Hopyard to Willow minus improvements listed under Base Bid).
• Develop alternative design concepts and revise design to extend the westbound bikeway on the north side of W Las Positas Ave to Hopyard Rd. This effort includes preparation of two alternative design concepts and revisions to the selected alternative for incorporation to the revised 95% plans.
• Revise landscape and grading design to accommodate trees in the bioretention planters
• Revisions to planting palette based on comments from the City and Hacienda Business Park at 8/5/25 meeting
• Reformat technical specifications from City format to Caltrans-format specifications
95% Plan Updates
The Mark Thomas team will incorporate all agreed upon design revisions as discussed above into the design plan sheets submitted as directed with the 95% PS&E and prepare revised 95% construction plans.
95% Technical Specification
Mark Thomas will incorporate all agreed upon design revisions as discussed above into the technical specifications that are specific to the Project and update the technical specifications to Caltrans-format based on the 2024 Caltrans Standard Specifications and SSPs. Additional non-standard special provisions (NSSP's) will be developed for the following items:
Docusign Envelope ID: A75419B6-AB44-4A86-AD28-9A8B761DAC45Docusign Envelope ID: 1E59C678-E9C3-4670-9E32-812A6336279F
