W Las Positas Blvd Multimodal Project – Amendment 03
City of Pleasanton

3 OF 8
• Noise Technical Memorandum (Construction related noise & nightwork)
• AQ Conformity Exemption email (PM 2.5, to be confirmed with MTC) - City provided email to Caltrans on April 15, 2025
• Section 4f - Anticipated to be Exception Email (Task is no longer required due to reduced project limits for environmental clearance)
• Cultural Resources including APE Map, ASR, and HPSR
Further, Caltrans has indicated in the PES that Standard Mitigations will be applied for:
• Water Quality
• Biological resources
• Equipment Staging
Technical reports are not anticipated for these items.
The scope of work below includes additional tasks for preparation of a Traffic Study Report by Fehr & Peers and Section 106 Cultural Resources Studes by CirclePoint and their subconsultant Rincon.
Task 4.2.1. Traffic Operations Analysis
This scope of work is intended to address Caltrans' request for a traffic operation analysis showing the change in intersection operations without and with the road diet. As a subconsultant to Mark Thomas, Fehr & Peers will conduct the traffic operations analysis and complete the following tasks:
Data Collection
The City of Pleasanton is currently conducting a citywide data collection in which new turning movement counts will be collected during the mid-weekday morning (7:00 to 9:00 AM) and evening (4:00 to 6:00 PM) peak periods and will include the following study intersections:
1. Hopyard Road/West Las Positas Boulevard
2. Willow Road/West Las Positas Boulevard
3. Hacienda Drive/West Las Positas Boulevard
4. Stoneridge Drive/West Las Positas Boulevard
These counts are to be completed and become available for use around the end of June of 2025. City of Pleasanton will provide turning movement counts, along with traffic signal timings for each intersection. Fehr & Peers will use directly the peak hour volumes and global peak hour factors from the counts provided by the City. It is assumed the City has reviewed and QA/QC the traffic counts.
Operations Analysis
Using the information collected, Fehr & Peers will evaluate weekday AM and PM peak-hour intersection operations for the following scenarios:
• Existing – Existing conditions based on traffic counts at the study intersections.
• Project Opening Year – Forecasts for the opening year will be evaluated by applying an annual growth rate to the existing volumes. The growth rate will be established based on a review of the off-the-shelf available travel demand models.
• Project Opening Year Plus Project – Opening year forecasts plus project conditions at the study intersections.
Docusign Envelope ID: A75419B6-AB44-4A86-AD28-9A8B761DAC45Docusign Envelope ID: 1E59C678-E9C3-4670-9E32-812A6336279F
