W Las Positas Blvd Multimodal Project – Amendment 03
City of Pleasanton

4 OF 8
Fehr & Peers will report level of service (LOS), delays, and 95th percentile queues at the study intersections for the weekday AM and PM peak periods using Synchro 12 analysis tool.
Operations Analysis Documentation
Fehr & Peers will summarize the findings in a technical memorandum for the Project team review. We will respond to up to one round of consolidated comments on the draft before finalizing the memorandum.
Task 4.2.2. Section 106 Compliance Documents
The original scope of work assumed preparation of a memorandum to support a screened undertaking, assessing the presence of archaeological and historic built resources. Based on the approved PES, Caltrans has determined the proposed undertaking cannot be screened in accordance with Section 106 PA Appendix 2 and requires further studies. Caltrans has determined this undertaking has the potential to affect historic properties due to high surface sensitivity, and known cultural resources in the corridor. As part of the scope of work for this amendment, CirclePoint will prepare the following documents for compliance with the PA:
• Area of Potential Effects (APE) Map,
• Archaeological Survey Report (ASR), and
• Historic Property Survey Report (HPSR).
Extended Phase I (XPI) testing and a Finding of Effect (FOE) may be required based on APE delineation and determinations in the ASR but are not included in this scope of work.
Area of Potential Effects (APE) Map
The first step in the process is to prepare a map showing the Area of Potential Effects (APE). The APE Map will be submitted for review ahead of the Cultural Resources studies described below.
The APE map depicts the area that will be potentially affected by the project, including but not limited to, staging areas, access roads, utility relocation, temporary bridges, right-of-way acquisition and temporary construction easements. Under direction of Caltrans, the APE map will include the boundary of historic resources that are located within or immediately adjacent to the project area. The primary number, trinomial, or designation will be listed.
The map will be plotted on an aerial photograph or other base at a scale of approximately 1 inch = 200 ft. A maximum size of 11 inches by 17 inches is anticipated, using multiple sheets as necessary. Typically, one APE line is depicted that includes all areas of direct impact, the entirety of all parcels from which there will be a right-of-way acquisition or temporary easement for construction or detour, and the boundary of any architectural history or archaeological properties. In addition to the APE boundary, and location of historic properties, the Area of Direct Impact will be delineated, showing the anticipated maximum depths for excavation within the project limits. Maximum depths for excavation for landscape areas, drainage modifications, sewer replacements and new traffic signals will be shown on the APE Map.
The APE map will include a title block that includes the project name, federal ID number, and signature lines for the Caltrans PQS and Local Assistance Engineer, as well as the City of Pleasanton.
Caltrans will review and sign the APE map prior to reviewing studies as the APE map informs these reports. However, note that if historic properties are identified or the project scope changes, the APE map may require revision.
Cultural Resource Reports
Following completion of the APE map, Cultural Resources studies will be prepared for submission to Caltrans. CirclePoint will complete a records search and Sacred Lands File (SLF) search. Once results are received, they will be transmitted to the assigned Environmental Planner at Caltrans. The Local Assistance District Native American Coordinator (LA-DNAC) will then initiate consultation with Native American tribes under Section 106.
The following Cultural Resources Reports will be prepared by CiriclePoint:
Docusign Envelope ID: A75419B6-AB44-4A86-AD28-9A8B761DAC45Docusign Envelope ID: 1E59C678-E9C3-4670-9E32-812A6336279F
