4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
16

Table illustrates the VMT per resident values for the Project when compared to the threshold value
for the Alameda County.
Table 5: VMT/Capita Values from ACTC Model
TAZ
Base Year
VMT per
Resident
County Average
VMT per
Resident
Significance
Threshold
(15% Below City
Average)
Base Year plus Project
VMT per
Resident
Significant?
(Yes/No)
1135 0* 17.6 14.96 20.08 Yes
*There are no residents currently in this TAZ for the base year no project condition.
Since there are no residents coded in the TAZ in the base year (only commercial land uses), the base
year VMT/Capita value for TAZ #1135 is defined as zero. Adding the Project raises the VMT per resident
value from 17.6 to 20.08. Since 20.08 is higher than the threshold VMT/Capita value of 14.96, TJKM
finds the project to have a significant and unavoidable with mitigation impact on VMT.
Note, this finding is consistent with the findings in the City’s Housing Element.
The City of Pleasanton Housing Element Update includes Mitigation Measure (MM) TRANS-2 to reduce
VMT. MM TRANS-2 requires individual housing project development proposals that do not screen out
from a VMT impact analysis to provide a quantitative VMT analysis using the methodology used for
the Draft Program Housing Element EIR and, if results indicate the VMT associated with the individual
housing project would be above the threshold, that project would be required to include VMT
reduction measures. A project-specific VMT evaluation consistent with this criterion is presented in
Table 4 and Table 5.
Following the Housing Element EIR methodology, a detailed assessment of project VMT was evaluated
using the Alameda CTC VMT Reduction Calculator Tool. As shown in the Project site plan in
Attachment 4, the project will incorporate a TDM strategy by providing bicycle parking for up to 28
bicycles onsite, including 14 bicycle racks.
Consistent with the evaluation using Alameda CTC VMT Reduction Calculator Tool (included in
Attachment 5), bicycle parking is a TDM measure strategy that would reduce VMT by 0.1%. Thus,
through the implementation of the planned TDM strategy, the Project’s total VMT would be reduced
from 20.08 to 19.98 VMT, which would still exceed the 14.96 VMT threshold for significance. Therefore,
the project would still have a significant adverse transportation impact from a VMT perspective under
CEQA criteria.
