4400 Black Avenue Redevelopment – Transportation Assessment January 8, 2025
17

As stated within the Housing Element EIR, mitigation measure MM TRANS-2 describes that projects
which result in a significant VMT impact may implement Transportation Demand Management (TDM)
measures and/or physical measures to reduce VMT. However, since the City’s Housing Element EIR
could not confirm the effectiveness of VMT reductions from the implementation of TDM measures to
a level below significance of projects subjected to this provision, the implementation of MM TRANS-2
would not be sufficient to reduce VMT impacts to a level below significance. Therefore, VMT impacts
would remain significant and unavoidable, even with the implementation of TDM strategies.
As noted above, although the project’s VMT impacts are significant. Since this project is under the
purview of the City’s Housing Element, its CEQA impacts have been studied and an Environmental
Impact Review (EIR) already provided an overriding and significant consideration of the project’s VMT
impacts. In other words, this project already has a statement of overriding considerations prepared.
On-Site Circulation and Vehicular Access
The Project will modify the existing access to the site along Black Avenue from two (2) driveways to
one (1) driveway. The entrance to the Project site will be stop-controlled on the side street. Utilization
of the driveway is anticipated to be less than one (1) vehicle per minute during the weekday commute
peak hours.
As shown in Figure 6, the internal site circulation will be provided by Street A. Street A will be 26 feet
in width, however the width will reduce to 24 feet at its near proximity to Black Avenue. The roadway
will include multiple residential driveways on the west side (servicing units 36 through 59) and will
include seven (7) parallel parking spaces on the east side. Three (3) private alleys will provide additional
access to seven (7) of the ten (10) residential buildings. TJKM expects that this internal roadway
configuration will adequately service the site.
