Page 27

92. STORMWATER BIORETENTION. (The applicant shall address the following
conditions prior to plan approval):
a. The drainage network relies on a pump to lift water from the buried pipe
network to the at-surface bioretention basin. Section G.1.1 of the Guidance
Manual specifically requires the pipe network to completely drain within 72
hours of a storm event. The bioretention pump details meeting Section G.1.1
shall be submitted with the construction documents design for City review and
approval.
b. Referring to the Guidance Manual, Section 8.1.1 “Design and Sizing
Guidelines” as well as the Geotechnical Investigation by Cornerstone Earth
Group Section 6.2, the recommended bioretention setback requirement from
structures is 10 feet. This recommendation is violated in several areas
according to the cross-sections on Sheet C2 of the Vesting Tentative Map.
While introducing an impermeable liner within the basin may address soil
saturation issues, the liner will not address the loss of soil bearing where the
buildings will impose a structural load. This soil bearing issue shall be
addressed by the Geotechnical Engineer with the construction documents for
City review.

93. WATER SERVICE. Sheet 6 “Preliminary Utility Plan” shows a master water meter and
backflow preventer servicing the site. Beyond the backflow preventer, all water mains
and submeters shall be private with operation and maintenance to be performed by
the homeowner’s association. The property is currently served by a 2” potable water
meter (Account 13176-14000-001, Meter #68596527). If a different type of water
service is requested, the applicant shall terminate this service with the City’s Utility
Billing Division and shall disconnect the water lateral at the main in Black Avenue.
Fee credits will be offered for the removed meter when new water services are
requested.

The City purchases water wholesale from Zone 7 Water Agency. Fees are due to
both the City of Pleasanton and Zone 7 for new connections to the pipe network. Said
fee amounts appear in the City’s Adopted Master Fee Schedule. For more information
about water usage in Pleasanton, refer to Pleasanton Municipal Code Title 14.

The City’s ability to provide potable water to the proposed development at sufficient
pressure and volume must be confirmed by running a scenario within the City’s Water
Master Plan computer model operated by a City-hired consultant. The consultant will
run the scenario and then issue a report with their findings. The applicant shall fund
this effort and address any discovered network deficiencies that are directly
attributable to the development.
(Address this condition prior to permit issuance).
