City of Pleasanton—Hidden Canyon Residences and Preserve
Draft EIR Aesthetics, Light, and Glare

FirstCarbon Solutions 3.1-17
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480016/EIR/3 - Draft EIR/21480016 Sec03-01 Aesthetics.docx
does not allow new development in areas that contribute significantly to a scenic vista or resource.6
Therefore, there is no existing cumulative aesthetic impact.
Scenic Vistas
The cumulative project area is urban but contains large amounts of open space managed by EBRPD.
The City considers open space and visible ridges and hillsides as scenic and includes policies within
the General Plan to regulate development in these areas. All future developments including the
proposed project and cumulative projects within Table 3-1 would be required to comply with these
requirements. Therefore, cumulative impacts would be less than significant.
Scenic Highways
As described in Impact AES-2, I-680 runs north–south along the west side of the City, and is an
officially Designated State Scenic Highway; I-580 is an Eligible State Scenic Highway. The General Plan
also identifies these as scenic routes within the City. The project site is not visible from any City or
State designated scenic route and would have no impact. Therefore, there would be no cumulative
aesthetic impacts with respect to eligible scenic highways. Moreover, the proposed project would
have no impact and, therefore, would not have any contribution to cumulative impacts.
Visual Character
As described in Impact AES-3, the project site is located adjacent to open space and residential land
uses. Existing development in the surrounding area consists of detached single family residential
communities interspersed by open space. Additionally, the proposed project would be consistent
with the proposed PUD-LDR/OS and A zoning districts and would comply with applicable General
Plan policies and programs related to the protection of the City’s open space and hillsides.
Therefore, the proposed project would not conflict with applicable zoning and other regulations
governing scenic quality and would not result in a cumulative impact.
Additionally, cumulative projects listed in Table 3-1 would be required to adhere to all applicable
regulations pertaining to visual character within the City. Therefore, there is no significant
cumulative impact, and the proposed project’s contribution would not be considerable. As such, the
proposed project, in conjunction with other planned and approved projects, would result in a less
than significant cumulative impact with respect to visual character.
Light and Glare
The proposed project and cumulative projects could increase light and glare in the geographic area.
The proposed project and cumulative development would include streetlights, exterior lighting,
safety lighting, lighting from vehicles, and sources of glare from buildings and vehicles. However,
cumulative impacts would be less than significant because the majority of cumulative projects would
be located in an already urbanized area and all cumulative projects would be subject to applicable
regulations related to light and glare.

6 City of Pleasanton. 2008. Proposed Pleasanton General Plan 2005-2025 Environmental Impact Report. September.
