Energy consumption focuses on traditional fossil fuels as well as replacement
with renewable sources and overlaps considerably with regulations and policies designed to reduce
greenhouse gas (GHG) emissions. This section focuses primarily on energy regulations and policies,
with references to GHG and air quality regulations that also reduce energy consumption.
No public comments were received during the Environmental Impact Report (EIR) scoping period
related to energy.
3.5.2 - Environmental Setting
The existing setting focuses on Alameda County and City level energy consumption and factors
related to the use and availability of traditional fossil fuel and alternative, renewable energy sources.
Energy Usage Sectors
Energy use in an area is distributed across several sectors: industrial, residential and commercial
energy and transportation.
• Transportation Sector: This is a significant consumer of energy, primarily in the form of
gasoline and diesel for vehicles.
• Industrial sector: The industrial sector includes consumption from construction, in addition to
manufacturing, agriculture and mining.
• Residential and commercial sectors: The residential sector covers energy used in homes,
businesses, offices, stores, and other commercial establishments for heating, cooling, lighting,
and appliances.

Transportation Sector
Alameda County sold an estimated 468 million gallons of gasoline and 55 million gallons of diesel in
2023.1
A variety of alternative fuels are used to reduce petroleum-based fuel demand. The use of these
fuels is encouraged through various Statewide regulations and plans, such as the Low Carbon Fuel
Standard (LCFS) and Senate Bill (SB) 32. Conventional gasoline and diesel may be replaced,
depending on the capability of the vehicle, with transportation fuels including hydrogen, biodiesel,

1 California Energy Commission (CEC). 2024. 2023 Annual Retail Fuel Outlet Report Results CEC-A15 Results and Analysis, Website:
https://www.energy.ca.gov/media/3874.
