4
Addendum to the Environmental Impact Report for
the Arroyo Lago Residential Project
City of Pleasanton
in accordance with the applicable requirements contained in CEQA Guidelines and Environmental Checklist
questions (i.e., Appendix G).
Pursuant to CEQA Guidelines Section 15164, an addendum is prepared when the level of impact is the same,
but there are changes to the project or significant new information becomes available. CEQA Guidelines
Section 15168(c)(4) recommends a written checklist or similar device to confirm the environmental effects of a
subsequent activity were adequately covered in a previous CEQA document. Using data and analysis compiled
in support of the County Project EIR, the Addendum format will include separate sections for discussion of each
Environmental Checklist impact category. The document will identify potentially significant impacts and refine
mitigation measures presented in the County project EIR (if needed). Impact analysis sections to be included in
the addendum include the following:
ƒAesthetics
ƒAgriculture and Forestry Resources
ƒAir Quality
ƒBiological Resources
ƒCultural and Tribal Cultural Resources (TCRs)
ƒGeology and Soils
ƒGHG Emissions
ƒEnergy
ƒHazards and Hazardous Materials
ƒHydrology and Water Quality
ƒLand Use and Planning
ƒMineral Resources
ƒNoise
ƒPopulation and Housing
ƒPublic Services
ƒRecreation
ƒTransportation
ƒUtilities and Service Systems
ƒWildfire
ƒMandatory Findings of Significance
Air Quality, Greenhouse Gas Emissions, and Energy Analysis
FCS will provide a comparative analysis to impacts identified in the County Project EIR for air quality, GHG
emissions, and energy. It is assumed that the proposed City Project would be all electric in design and would
not include natural gas plumbing, in compliance with the City’s all-electric ordinance. The analysis will be
TXDOLWDWLYHLQQDWXUHDQGZLOOEHZKROO\FRQWDLQHGZLWKLQWKHDGGHQGXPZLWKௗDQ\UHOHYDQWௗVXSSRUWLQJWHFKQLFDO
data appended to the document. Should the City request a quantitative analysis that would require additional
modeling or a stand-alone report, it would be covered under a separate Scope.
Biological Resources Analysis
FCS will review the County Project EIR and all other available documentation, including public databases that
document sensitive biological resources occurrences in the project vicinity. As part of this review FCS will also
conduct a single field survey to confirm that the existing conditions outlined in the EIR have not changed. If the
potential for presence of regulated biological resources exists on-site, FCS will provide a brief discussion and
recommendations. Regulated biological resources may include sensitive communities, nesting birds, roosting
bats, special-status species and their habitats, wetlands, and other waters. FCS will prepare a biological
resources analysis as part of the Addendum, which will determine whether new or more significant impacts
than were disclosed in the County Project EIR have the potential to occur. The analyses will be summarized in
the addendum’s Biological Resources section; no stand-alone study will be prepared. Supporting technical data
will be appended to the CEQA document. Should the City request additional field work or a stand-alone report,
it would be covered under a separate Scope.

Docusign Envelope ID: 7565F74F-BD3E-4CF2-8959-B6FB2748CD43
