3 <br />Addendum to the Environmental Impact Report for <br />the Arroyo Lago Residential Project <br />City of Pleasanton <br />define the proposed project for the purposes of CEQA, including a clear explanation of the development <br />components of the proposed project, a description of the construction and operational activities associated with <br />the proposed project, and clearly illustrated project components displayed in exhibits based on GIS data. <br />The approved Project Description will form the basis for evaluating the proposed project in the CEQA <br />document. The draft Project Description will be submitted to the City for review and approval prior to the <br />development of the Administrative Draft Addendum. It is assumed that the City will provide one set of <br />consolidated, vetted comments (with tracked changes in the Word document) on the draft Project Description <br />and a complete RFI to FCS within two weeks of submittal. Changes to the Project Description made after the <br />City has issued their approval may require a Change Order and may extend the project schedule. <br />DELIVERABLE: <br />ƒElectronic copy (via email in Microsoft Word format) of the draft Project Description to the City. <br />Task 3: Technical Documentation <br />Subtask 3.1: Vehicle Miles Traveled Analysis <br />As a subconsultant to FCS, Fehr & Peers will prepare calculations and documentation, documenting the <br />vehicle miles traveled (VMT) characteristics of the proposed project. The VMT characteristics of the County <br />project were documented in the County Project’s transportation study (Transportation Impact Study for the <br />Arroyo Lago Residential Project, W-Trans, November 28, 2023). <br />Fehr & Peers will calculate the current project’s anticipated daily VMT using the Alameda County <br />Transportation Commission (Alameda CTC) travel demand model. Baseline daily VMT per resident will be <br />calculated and compared to the City’s significance thresholds. The calculations will be compared to the results <br />of the W-Trans assessment. Based on the prior work, a significant adverse impact is expected. The mitigation <br />measure proposed in the W-Trans study will be reviewed and amended if necessary. <br />Documentation <br />Fehr & Peers will prepare and submit draft and final VMT Memoranda summarizing the results of the VMT <br />calculations and comparison. This task assumes one round of review from the City. <br />DELIVERABLES: <br />ƒElectronic copy (via email in Microsoft Word format) of the draft VMT Memorandum to the City. <br />ƒElectronic copy (via email in Microsoft Word format) of the final VMT Generation Memorandum to the City. <br />Task 4: Administrative Draft Addendum <br />After preparing the technical analysis and analyzing project impacts, if there are no new or more severe <br />impacts, FCS will prepare an Addendum to the County Project EIR.
