3

Addendum to the Housing Element FEIR for the proposed
Additional Housing Opportunity Zone Sites
City of Pleasanton
Air Quality Analysis
FCS will prepare an Air Quality Analysis consistent with the requirements of the State CEQA Guidelines and the
recommendations of the Bay Area Air District to support the CEQA document. The proposed project would lead
to construction and operational activities that would generate ozone precursor and criteria air pollutant
emissions. FCS understands that the City is proposing to rezone three additional sites to be included in the
Housing Element FEIR Housing Opportunity Zones; however, the overall number of units will be less than what
was analyzed in the Housing Element FEIR. Therefore, FCS will provide a qualitative discussion and
comparative analysis to impacts already analyzed and disclosed in the Housing Element FEIR. The analysis
will reference and incorporate MM AIR-1a.
Increases in, and potential increased exposure to, toxic air contaminants (TACs) and/or diesel particulate
matter (DPM) and odors will be compared with applicable thresholds for determination of significance. Because
of the unknown parameters of the development that could occur with implementation of the Additional Housing
Opportunity Zone Sites, FCS will provide a qualitative discussion of impacts including construction and
operational health risk impacts and will reference and incorporate MM AIR-1b from the Housing Element FEIR.
The analysis will be developed to provide overarching guidance and potential mitigation measures for
associated development to evaluate and mitigate for health risk impacts.
Greenhouse Gas Emissions Analysis
FCS will perform a comparative analysis of the project’s GHG impacts to the impacts calculated and/or
assessed in the Housing Element FEIR. This Scope assumes that, given the proposed changes from what was
evaluated in the Housing Element FEIR, the proposed project would not result in the need for any additional
measures or design considerations to reduce potential impacts to less than significant. If GHG emissions
impacts are more severe than what was previously disclosed in the Housing Element FEIR, FCS will consult
with the Lead Agency to determine the appropriate CEQA document. If additional analysis is required for a
separate CEQA document, it would be accomplished as an additional service not included in this Scope.
Pursuant to CEQA Guidelines Appendix G, FCS will also evaluate the project’s design and purpose in the
context of consistency with applicable GHG emissions reduction plans, including the City’s most adopted
Climate Action Plan 2.0. The GHG Emissions Analysis will also address the California Supreme Court ruling on
the Newhall Ranch project and will utilize current approved methods for quantifying GHG emissions impacts.
Additional measures or design considerations will be proposed, as necessary, to reduce potential impacts to
less-than-significant levels.
Energy Analysis
FCS will provide a qualitative analysis of energy impacts consistent with the CEQA Guidelines Appendix F
Energy analysis requirements. The energy analysis will summarize relevant federal, State, and local
regulations and policies that address energy consumption and demand, alternative fuels, and nonrenewable
resources to determine whether the proposed project would conflict with or obstruct any required policies or
mandatory measures related to energy conservation. The energy analysis will consider project design features
that may affect the energy efficiency of the proposed project. This Scope assumes that, given the proposed
Docusign Envelope ID: 28703CF9-39C1-4CC6-9C23-4E16152059FDDocusign Envelope ID: 276BF274-B283-45D5-94A5-B39D73173D41
