4

Addendum to the Housing Element FEIR for the proposed
Additional Housing Opportunity Zone Sites
City of Pleasanton
changes from what was evaluated in the Housing Element FEIR, the proposed project would not result in the
need for any additional measures or design considerations to reduce potential impacts to less than significant.
.
Subtask 3.2: Biological Resources Analysis
FCS will review the Housing Element FEIR and all other available documentation, including public databases,
that document sensitive biological resources occurrences in the project vicinity. FCS Biologists will prepare an
analysis of biological resources that will be incorporated directly into the Addendum. The Biological Resource
section will include:
1. A discussion of potentially occurring biological resources;
2. A program-level analysis of constraints and potential program-related impacts; and
3. A discussion existing program-level mitigation measures articulated in the Housing Element FEIR.
The discussion of potentially occurring biological resources will be based on a desktop-level review of all
available information, including documentation and databases maintained by the East Alameda County
Conservation Strategy (EACCS), California Department of Fish and Wildlife, United States Fish and Wildlife
Service, and the California Native Plant Society. Biological resources analyzed will include special-status plant
and animal species and their habitats, sensitive natural communities, and aquatic resources including
potentially jurisdictional wetlands and other waters.
The program-level analysis of constraints and potential program-related impacts will be based on potentially
occurring biological resources identified and will include an analysis of anticipated impacts on a conceptual
level. An evaluation of the existing mitigation measures from the Housing Element FEIR and a discussion of
their effectiveness will be provided; this scope assumes that the existing mitigation in the Housing Element
FEIR will be sufficient to address the Additional Housing Opportunity Zone Sites. The information will be
incorporated directly into the Biological Resources section of the Addendum. This Scope of Work does not
include field surveys, delineations, or preparation of a stand-alone Biological Resources Assessment
Subtask 3.3: Cultural Resources Analysis
Development associated with the implementation of the proposed project could result in cultural and tribal
cultural resources impacts. FCS will prepare a Cultural Resources Analysis to evaluate the potential cultural
and tribal cultural resources impacts and will provide a comparative analysis to impacts identified in the
Housing Element FEIR. The analysis will be wholly contained in the Addendum and the supporting technical
data will be appended to the document; no stand-alone report will be prepared.
The City of Pleasanton contains a number of significant cultural resources, including historic period buildings,
archaeological sites, and historic ranching sites. Additionally, there are known Native American Tribal Cultural
Resources (TCRs) within the City and a high potential for as yet undiscovered resources, especially in
proximity to creeks, streams, and other waterways. Building on previous studies, FCS will conduct an analysis
of potential impacts to cultural and historic resources in the program area, considering the mitigating effects of
existing regulations and policies/programs in the City of Pleasanton General Plan.
