The applicant shall fund this effort and address any discovered network
deficiencies that are directly attributable to the development.

It is assumed that the existing building is served from a sanitary sewer lateral
connected to the City’s main. If this lateral will no longer serve the site, it shall be
decommissioned at the main, with the pipe abandoned in accordance with Pleasanton
Standard Specification Section 3-03H “Utility Abandonment”. (Address this condition
prior to plan approval)

89. CLEAN WATER PROGRAM (LARGE PROJECTS). Because the project appears to
create and/or replace more than 10,000 square feet (0.23 acres) of impervious
surface, it is considered a Regulated Project according to Provision C.3.b of the
Municipal Regional Stormwater NPDES Permit that regulates stormwater runoff in
Alameda County. The Alameda Countywide Clean Water Program developed a C.3
Guidance Manual to assist applicants in addressing these regulations. The Guidance
Manual is available for download at:
https://cleanwaterprogram.org/development/

Regulated projects must include stormwater treatment measures in the site design to
remove pollutants from stormwater upstream of any connection to the City’s
stormwater conveyance networks. In addition, regulated projects must be subject to a
Stormwater Treatment Measure Maintenance Agreement between the City and
property owner or owner’s association to assure long-term maintenance of the
installed measures. The City will provide a template agreement. Once executed, the
agreement must be recorded against the property. (Address this condition prior to plan
approval)

90. STORMWATER BIORETENTION. (The applicant shall address the following
conditions prior to plan approval):

a. The drainage network relies on a pump to lift water from the buried pipe
network to the at-surface bioretention basin. Section G.1.1 of the Guidance
Manual specifically requires the pipe network to completely drain within 72
hours of a storm event. The bioretention pump details meeting Section G.1.1
shall be submitted with the construction documents design for City review and
approval.
b. Referring to the Guidance Manual, Section 8.1.1 “Design and Sizing
Guidelines” as well as the Geotechnical Investigation by Cornerstone Earth
Group Section 6.2, the recommended bioretention setback requirement from
structures is 10 feet. This recommendation is violated in several areas
according to the cross-sections on Sheet C2 of the Vesting Tentative Map.
While introducing an impermeable liner within the basin may address soil
saturation issues, the liner will not address the loss of soil bearing where the
Docusign Envelope ID: 52DE2131-F0C9-4C18-86DD-6B9E7ADA8792
