City of Pleasanton, CA
Proposal to Conduct a Citywide Organizational Assessment
Section B—Citygate Approach, Scope, and Timelines Page 5
Finance
We will evaluate the current budget and funding levels, including an assessment of the ability to
maintain and/or enhance service levels, attract and retain staff, and implement new technology.
We will provide recommendations on alternative approaches to funding if appropriate given
current funding, projected demand, technology needs, and/or changes in service scope or levels.
Stakeholder Engagement
Stakeholder engagement is perhaps the most important step in an efficiency study. Nobody knows
better where opportunities lie than the people who execute the processes every day or who are
dependent on those services for their livelihood. The best solutions often come from brainstorming
with stakeholders. While there may be different perspectives from a variety of participants, it is
always rewarding to find how people on different sides of the table seek the same solutions. Our
team will encourage honest feedback, asking for stakeholder input before offering ours for their
critique. We can then synthesize the feedback with benchmarking standards, performance data,
and available resources to frame recommendations. Our Work Plan includes jointly developing a
communication and engagement plan with the City.
Project Customization
Boilerplate recommendations are not our goal at Citygate. After completing technical analysis and
stakeholder engagement, our team will meet with staff to filter potential solutions for context and
culture specific to the City of Pleasanton. Our goal is to provide recommendations that are
achievable not only financially, but politically and culturally as well. We find the best way to do
that is to work in tandem with staff to understand the broader framework within which our
recommendations must work. Following a Mid-Project Review with staff, we will move forward
to finalize recommendations.
Citygate offers additional beneficial elements such as an orientation meeting with City leadership,
distribution of a Project Orientation Brochure at the initial kick-off meeting and during our on-site
visit in Task 2, and a Mid-Project Review to discuss initial findings and recommendations with
the City Manager, Assistant City Manager, Department Heads, and the assigned Project Manager.
These elements will ensure that all internal and external stakeholders have the chance to participate
in Citygate’s review in a constructive manner which is essential to ensure the project’s success.
