City of Pleasanton, CA
Proposal to Conduct a Citywide Organizational Assessment
Section B—Citygate Approach, Scope, and Timelines Page 6
B.3 PROFILE OF ASSESSMENT FACTORS
For simplicity we have organized our assessment factors into the following broad themes:

B.4 POLICE SERVICES APPROACH
Efficient and effective police services support continued efforts to reduce crime, reduce the fear
of crime, respond to all types of public safety calls for service, and maintain the highest levels of
community partnerships and engagement. As such, Citygate’s assessment and prioritized
recommendations for the Police Department will classify both immediate needs and future
milestones, identifying priorities, potential alternatives, and the consequences of inaction.
Our commitment to active listening and collaboration with your community allows us to provide
practical and implementable recommendations for the Department to thrive in the evolving
environment of policing. You can trust us to personally meet with your staff, develop genuine
relationships, and listen with the specific goal of learning not only what they do, but how they do
it. Then—after developing a sufficiently informed foundation of knowledge of the Department and
completing an analysis of data and all relevant reports, procedures, and practices—Citygate will
offer recommendations that are implementable and tailored to the Department’s unique situation.
