City of Pleasanton, CA
Proposal to Conduct a Citywide Organizational Assessment
Section B—Citygate Approach, Scope, and Timelines Page 7
COPSTM Adaptive Methodology
At Citygate, we strongly value our independence, as we believe it provides a significant benefit to
both our analyses and our clients. Because we are not bound to any particular standards-setting
organization—nor beholden to an exclusive methodological framework—we are free to choose
from a variety of potential options based on what will be most effective for your agency.
There is no “one-size-fits-all” formula to address police agency staffing, utilization,
deployment performance metrics, etc. Thus, to accurately assess your specific
agency and provide coordinated best practice standards and recommendations that
are attuned to your unique needs, we utilize the Citygate Operational Policing
Strategy (COPS) analysis model. COPS is an adaptive methodology by which
Citygate chooses best practices and benchmarks from a matrix of options
based on the local context, culture, values, and scale of your agency.
Having assessed your community’s unique local context and fact pattern, Citygate will connect
the Department’s performance to metrics and standards found in the published work of the
International City/County Management Association (ICMA), the International Association of
Chiefs of Police (IACP), the Police Executive Research Forum (PERF), the National Policing
Institute (NPI), the National Emergency Number Association (NENA), the Association of Public-
Safety Communications Officials-International (APCO), the International Academies of
Emergency Dispatching (IAED), and other standards-setting organizations and cutting-edge
scholars to ensure our recommendations best fit your specific policing model and needs.
Data-Driven and Fact-Based Analysis
Our comprehensive work will provide a guide to the Department for the City’s current and future
service delivery demands. In addition to conducting a data-driven assessment of field services
deployment, Citygate’s review will incorporate relevant, measurable Department and City data,
and will delineate our analysis of the Department’s capacity to provide the highest level of law
enforcement services possible within the context of the City’s resources and infrastructure.
Citygate utilizes Microsoft Power BI as an analysis tool, and our trained statisticians provide local
government agencies with historical and up-to-date analytics related to Computer-Aided Dispatch
data to better understand the response, time management, deployment, and geographical
information related to an agency.
For this review, one example of Citygate’s data analysis will include the use of Power BI to analyze
the “average committed time per hour” and “average Patrol units committed” to determine a per-
hour utilization rate for predictive purposes. For an evaluation of staffing, this means of analysis
enables Citygate to simulate the impact to changes in personnel to demonstrate potential changes
in workload utilization and where the most positive results can be expected.
