City of Pleasanton, CA
Proposal to Conduct a Citywide Organizational Assessment
Section B—Citygate Approach, Scope, and Timelines Page 15
¨ Draft Report.
Task 5: Prepare and Present Final Report
5.1 Revise Draft, As Necessary.
Once we receive feedback on the Draft Report
from the City, we will make the necessary
changes to finalize the report.
5.2 Produce and Present Final Report:
Citygate will present the Final Report and
Implementation Action Plan to the City to an
audience of the City’s choosing. It will identify
proposed process improvements, appropriate organizational structures, and recommended
steps to implement change.
Key Milestones/Deliverables:
¨ Final Report.
¨ Implementation Action Plan.
B.6 LIVERMORE-PLEASANTON FIRE DEPARTMENT (LPFD) ASSESSMENT
While the specific scope of services, timeline, and budget can be further customized in conjunction
with the City, we propose to conduct an effectiveness and efficiency review of the Livermore-
Pleasanton Fire Department assessing staffing, headquarters programs, and overall organizational
structure and costs to meet existing needs and published best practices. Not proposed or budgeted
are any feasible major changes to the current provision of services within the JPA, nor a Standards
of Coverage study. The Citygate Fire Department Project team is illustrated in our Project Team
chart at the end of this section and will consist of three fire services specialists and analysis from
our finance director and city management consultants supporting each department review.
Our Fire Department assessments are typically performed in accordance with guidelines and best
practices from the National Fire Protection Association (NFPA), the Insurance Services Office
(ISO), relevant federal and state laws and regulations, and other recognized industry best practices.
Citygate’s work will be independent, meeting the City’s unique needs, while utilizing nationally
recognized guidelines and best practices, federal and state mandates, and our deep understanding
of local and regional Bay Area fact patterns and operating practices.
“We work with consultants,
obviously, all the time, but the
work that Citygate did on this
report is some of the best I’ve
seen in my tenure here.”
-Mr. Walt Ekard
Former San Diego County CAO
