City of Pleasanton, CA (0012108.00) 3-7 Woodard & Curran, Inc.
Pleasanton Long-Term Sewer CIP October 6, 2025
TABLE 3-5: PRIORITY A – GENERATOR UPGRADES/REPLACEMENTS
Project Notes
Estimated
Total Capital
Cost
Generator Replacement - Sewer and Storm
Includes all sewer and stormwater
generators identified in the TJC
Report (2023).
$9,860,000

3.3.5.2 SCADA Upgrades
SCADA upgrades including programmable logic controller (PLC) modifications will be installed at each
sewer lift station, where appropriate, during the lift station rehabilitation (or replacement in the case of LS -
5). Costs for SCADA upgrades are captured in the “LS Major Rehabilitation” line item included for each lift
station. This line item also includes other programmed improvements such as pump
rehabilitation/replacement, valves maintenance/replacement, conduits replacement, electrical panels
maintenance/replacement, motor control replacement, etc.
3.4 Priority B Projects
Priority B projects include additional rehabilitation and replacement recommendations for pipes in poor
condition selected based on the inspected condition, as well as less critical lift station improvements. Major
projects included in Priority B include:
• East Amador Lift Station & East Amador Relief Sewer Improvements – The City of Pleasanton may
be required to fund capacity upgrades at EALS based on the additional future developments
proposed in the East Pleasanton area. The station will likely require general rehabilitation and
modernization in addition to possible capacity improvements. The scope of these improvements
will be determined by a future condition assessment and detailed capacity study. This study will
also determine the benefits, scope, and size of an EARS lift station and force main. An EARS lift
station would allow the City to have greater flexibility and redundancy, creating a new flow path to
the WWTF for sewer flows from the eastern side of the City. This additional flow path would allow
EALS to be taken out of service if extensive rehabilitation of the trunk sewer or lift station is required.
• Major Rehabilitation of Lift Stations – The line items shown for Priority B and C lift stations
represent high level rehabilitation and will be further defined during detailed design based on the
lift station’s needs. This line item also includes programmed improvements that each lift station
may require in addition to the specific upgrades included in priority A and criticality 1 items
identified in the Sewer Lift Station Assessment. These improvements include pump and impeller
rehabilitation/replacement, valves maintenance/replacement, conduits replacement, electrical
panels maintenance/replacement, motor control replacement, SCADA upgrades, etc. A detailed
cost estimate for each station will be determined closer to construction based on the ongoing
inspection results at each station.
• Pipeline Replacement and Rehabilitation – The City will continue to rehabilitate and replace pipes
in poor condition based on their CCTV inspection results and relative risk. This line item may include
pipes identified in the 2024 Pleasanton Sewer Condition Assessment and Rehabilitation/Replacement
Page 233 of 323
