• Concept Plan and Implementation Strategies – a concept plan would establish a
comprehensive vision for the site that includes housing, but potentially other uses, along
with implementation measures. Collectively, these would facilitate the ultimate goal that
BART could solicit a Request for Proposals (RFP) to develop the site within the 6th
Cycle Housing Element timeframe. Adjustments to related documents (e.g., Objective
Design Standards, municipal code, Hacienda Design Guidelines, etc.) would be
incorporated.

• Second MOU – a second MOU with BART outlining procedural steps needed to
advance an RFP to develop the site would be established for review and approval by
BART and the City.

Overview of BART Site and Existing Conditions
The BART site currently consists of two parcels, totaling approximately 14 gross acres, located
between Owens Drive and Interstate 580. The Iron Horse Trail bisects the site, dividing it into
areas distinguished by Reserved and Daily Fee vehicular parking. Notably, the new Iron
Horse Trail (IHT) crossing over Dublin Boulevard in Dublin provides an enhanced connection
for bicycles and pedestrians to the BART Station. A bus access road runs along the eastern
and partially along the northern property boundaries, continuing to the Dublin side of the
station. Bus service and bus stops are located along this road. A small plaza area and vacant
retail kiosks are located near the entrance to the BART station. In addition to the transit service
provided by the Livermore Amador Valley Transit Authority (LAVTA), the Iron Horse Trail
facilitates bicycle and pedestrian access to the station and the site. Additional pedestrian
access is available from Owens Drive and Willow Road.

As mentioned, vehicular parking is divided into Reserved and Daily Fee parking and is
available on both the Pleasanton and Dublin sides of the station. Table 1 summarizes the
station's existing vehicular capacities on both sides of the station. Data from a BART parking
occupancy survey completed in autumn 2024 is included in the table to identify the parking
occupancy rate.

Table 1: Existing Vehicular Parking Spaces in Pleasanton and Dublin*
Pleasanton Dublin
BART parking
spaces
1,352 spaces
(about 51% occupied)
1,521 spaces in parking garage;
189 surface parking spaces
SUBTOTAL: 1,710 spaces total
(about 58% occupied)
Other parking
spaces
507 spaces in Alameda County
parking garage
Parking counts for occupancy taken in Spring 2025; details in Attachment 2 (page 8 as
identified in the footer)
TOTAL 1,352 spaces 2,217 spaces

Planned Capital Improvements to the Site and Proximate to the Site
Planned capital improvements to the site and adjacent to the site include improvements to the
Page 109 of 399
