Work on
these studies will commence in early 2026 and is expected to take four to six months to
complete. These studies will look holistically at parking supply (including shared, on-
street, and off-site parking opportunities), overall parking management, and
opportunities to improve multimodal access across a broader half-mile area around the
station, including on the Dublin side, with the presumption that parking counts on the
BART site itself will be reduced. Results and outcomes of the parking study will be
reflected in the concept plan before it is finalized.

• Non-residential Uses: The site would principally consist of residential development, but
it will also evaluate the range of potential non-residential uses that could be located on
the site. Active uses, especially located adjacent to the plaza, would help to activate the
area and contribute to the overall vitality and ambiance of the station. The market
assessment and analysis indicate that these active uses could include local-serving
retail or personal services. Other potential uses that are not currently found in North
Pleasanton include educational facilities, community spaces or a public facility such as
a self-serve library or flexible space. While generally not considered active use, a
medical office could also be considered. Future planning and phasing of the project
could indicate that non-residential uses should be constructed later in the market cycle,
when support for other uses, such as a hotel, is more likely.

Work Session
Staff requests input and feedback from the City Council regarding these site development
options. While the options are preliminary at this stage, feedback would be incorporated into a
Concept Plan document to provide guidance for the site's development and facilitate BART
issuing an RFP to develop it.

Discussion Question 1: Does the City Council have any comments regarding the site
development scenarios (e.g., building height, maximum units)?
Discussion Question 2: Does the City Council have any feedback on any of the other
topics included in this report (e.g., plaza, non-residential uses, etc.)?
Discussion Question 3: Is the City Council generally supportive of the concepts
presented tonight?
Discussion Question 4: Does the City Council have any other feedback that it would like
incorporated into the Concept Plan?

Schedule and Next Steps
The Concept Plan is intended to be completed by the end of 2026, such that the site re-use
options have been vetted by the community and adopted by the City Council, and a second
MOU with BART is in place and ready for future advancement to facilitate development of the
site. When a developer is ready to commence development, the City and BART would
continue to coordinate and complete additional analysis (e.g., further CEQA, if needed). As
noted, as a separate but related near-term effort, the City will advance the analysis of parking
management and station access planning for the half-mile radius around the BART station to
complement the planning for the subject site with grant funding.
