Feedback highlighted that cost and convenience are key priorities, and input
from industry stakeholders indicates multiple options exist for enhanced offerings and
advanced technology to support quality service and regulatory compliance.

Options for Procuring Future Services
Extend Sole-Source Discussions with PGS for 6-months
At the Waste and Recycling Subcommittee meeting on September 23, 2025, committee
members expressed the value they see in maintaining a transfer station within the City.
The subcommittee recommended that staff extend sole-source discussions with PGS for
six months to allow additional time to evaluate the feasibility of upgrading the existing
transfer station to meet both current and future community needs. Under this approach,
PGS would work in partnership with their engineering contractor and development
counsel to develop a facility upgrade plan that meets specific requirements for the City to
assess the plan’s feasibility.

The facility plan would be provided to City staff no later than February 18, 2026, to allow
time to review, discuss, and refine the approach. The terms of the collection agreement
discussions would continue through May 18, 2026, providing six additional months for
analysis and planning. At that time, staff would return to the City Council with the results of
these discussions and if successful, a recommendation to extend the current franchise
agreement 3-5 years in order to implement the negotiated plan.

To successfully assess the feasibility of the transfer station plan, City staff would request the
plan from PGS to adequately detail how the following key considerations will be addressed:
1. Past compliance issues. How site upgrades will resolve current compliance issues
and ensure ongoing compliance.
2. Site space limitations. A description of how to overcome the limitations or
challenges of land acquisition, permitting, or other issues that may affect the
feasibility and future expansion of the current transfer station site. Some operational
solutions, such as vehicle parking, will need to be identified.
3. Adequate traffic control and queuing for access to the transfer station will need to
be identified.
4. East Pleasanton development. How operations at the transfer station may affect
future residents living adjacent to the site, and what specific measures will be
implemented to mitigate potential concerns such as noise, odor, traffic, litter, and
other quality-of-life impacts.

In parallel to the above discussions, proposed terms of the extended collection agreement
would also be reviewed, ensuring alignment with operational needs, community impacts,
and City objectives. Staff will meet and confer with PGS on proposed service offerings for
a 3-year extension of the agreement, including but not limited to:
