A typical RFP process lasts 12 to 18 months and includes
drafting and finalizing an RFP, soliciting proposals, responding to prospective operators’
questions, interviewing proposers, evaluating proposals, negotiating contract terms, and
seeking final approval by the City Council. This process is anticipated to last through 2026,
with a potential award of the new franchise in the first half of 2027, pending direction from
the City Council and the outcome of negotiations. This will allow the selected service
provider approximately two years to address any infrastructure needs, acquire vehicles,
establish new programs or services, and conduct community outreach and engagement to
ensure the public is aware of any changes.

STAFF RECOMMENDATION
In consideration of the analysis presented above and the recommendation by the Waste
and Recycling Subcommittee, staff requests that the City Council receive an update on
the outcome of stakeholder engagement and cost analysis and direct staff to negotiate,
within six months, a 3-5 year extension of the current agreement with PGS to allow time to
resolve existing compliance and space constraint issues at the transfer station, develop a
plan that ensures long term public access to the transfer station services separate from
collection, and enhances the collection services to respond to community input on new
services.

Staff proposes to bring this matter back to City Council no later than July 2026. At that
time, if negotiations with PGS have been successful, staff will bring back an amendment
to extend the current agreement and a framework, within that amendment, for arranging
for transfer station services separate from collection services in the future. If negotiations
with PGS have not been successful, staff will recommend issuing an RFP for these
services in order to preserve sufficient time for an RFP and service provider transition
before the expiration of the current agreement.

ALTERNATIVE
Staff requests that the City Council receive an update on the outcome of stakeholder
engagement and cost analysis and direct staff to initiate a competitive RFP process for
solid waste collection services that would include allowance for a transfer station and
Page 85 of 399
