allow PGS and other providers to compete for the new franchise. This option would see
the City forgo the 6-month negotiation and move to an RFP process early in 2026.

EQUITY AND SUSTAINABILITY
As a full-service municipality, the City provides a wide range of services and programs to meet
the needs of all members of the community. The waste and recycling program takes into
account both equity and sustainability considerations to ensure fair access to services and
promote environmentally responsible waste management practices. Consulting assistance for
waste disposal is vital to ensuring that the services the City provides are available in a healthy
and safe manner to all members of the Pleasanton community.

OUTREACH
On September 23, 2025, a publicly noticed City Council Waste and Recycling Subcommittee
meeting was held.

STRATEGIC PLAN ALIGNMENT
This action advances the ONE Pleasanton strategic plan goal of Investing in Our Environment
to continue to implement priority items from the Climate Action Plan 2.0 (CAP) to lead by
example in environmental sustainability.

FISCAL IMPACT
There is no immediate fiscal impact associated with receiving this update or directing staff to
initiate the Request for Proposals (RFP) process. However, future fiscal impacts are
anticipated depending on which course of action the City Council directs. Funding will be
needed for consultant services associated with either a competitive RFP process or a sole
source RFP negotiation with PGS.

Any consultant costs associated with preparing and administering the RFP or a sole source
RFP negotiation with PGS will be funded through the Solid Waste Reserve (Fund 171) within
the existing FY 2025-26 budget for professional services.

Future franchise terms will determine rate structures and any required capital investments,
which will be addressed during contract award.

Prepared by: Submitted by: Approved by:

ZeeLaura Page, Waste &
Recycling Manager
Siew-Chin Yeong, Director of Public
Works

Gerry Beaudin, City
Manager

Attachments:
1.
