Page 1 of 2 <br />Item #10 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />December 16, 2025 <br />Human Resources <br /> <br />TITLE: ADOPT A RESOLUTION APPROVING THE PROPOSED MEMORANDUM OF <br />UNDERSTANDING BETWEEN THE CITY OF PLEASANTON AND THE <br />PLEASANTON CITY EMPLOYEES ASSOCIATION/AFSCME LOCAL 955, WITH <br />TERM ENDING MARCH 31, 2028 <br /> <br />SUMMARY <br />The Memorandum of Understanding (MOU) between the City of Pleasanton and the <br />Pleasanton City Employees Association, AFSCME Local 955 (PCEA), expired on March 31, <br />2025. Representatives from PCEA and the City of Pleasanton met and conferred in good faith <br />and have agreed to a successor agreement. The City of Pleasanton’s practice is to introduce <br />the key elements of the proposed MOU, receive public input, and allow for open discussion <br />prior to adopting the agreement at a future public meeting. Public input was received at the <br />December 2, 2025, City Council meeting. The final step is City Council approval of the <br />successor agreement, which expires on March 31, 2028. <br /> <br />RECOMMENDATION <br />Adopt a resolution approving the proposed Memorandum of Understanding between the City <br />of Pleasanton and the Pleasanton City Employees Association/AFSCME Local 955, with term <br />ending March 31, 2028. <br /> <br />BACKGROUND <br />The recently expired Memorandum of Understanding (MOU) between the City of Pleasanton <br />and the Pleasanton City Employees Association, AFSCME Local 955 (PCEA), covered the <br />period April 1, 2022, to March 31, 2025. Representatives of the City met and conferred with <br />representatives of PCEA and developed a successor agreement with a term ending March 31, <br />2028. <br /> <br />DISCUSSION <br />In accordance with the Meyers-Milias-Brown Act, the parties engaged in good faith <br />negotiations regarding matters within the scope of representation, including wages, hours, and <br />other terms and conditions of employment. <br /> <br />EQUITY AND SUSTAINABILITY <br />This is a routine matter of City business. <br /> <br />OUTREACH <br />The agenda for the December 2, 2025, City Council meeting provided an opportunity for public <br />input and comments on the key elements of the tentative agreement. <br /> <br /> <br />Page 165 of 373
