P24-0532, 5555 W. Las Positas Boulevard . Planning Commission
7 of 14
ANALYSIS
General Plan Land Use & Public Facilities and Community Programs Conformance
The subject site is designated by the Land Use Element of the Pleasanton General Plan for
Other Public and Institutional, which allows a variety of public and institutional uses. The
proposed improvements would expand and enhance the existing healthcare facility, as
contemplated and approved under PUD-86-11. As such, the proposed project is consistent
with the General Plan land use designation.

The proposed use would also be consistent with the General Plan Land Use and Public
Facilities and Community Programs Policies and Programs listed below, as the proposed use
would: (1) strengthen the site's role as a critical community resource by expanding medical
facilities; and (2) improve public health services by increasing the community’s access to
emergency care, inpatient services, and medical treatment as a whole.

General Plan Land Use
Overall Community Development

Policy 4: Allow development consistent with the General Plan Land Use Map.

Program 4.1: Ensure consistency between the General Plan Land Use Map and the
zoning designation for all properties within the City’s sphere of influence.

Public Facilities and Community Programs
Human Services

Policy 21: Promote a healthy community through the provision of health and mental
health facilities and services, and healthy community design.

Program 21.1: Facilitate the provision of high-quality, affordable health care and mental
health care in appropriate locations in Pleasanton.

Zoning and PUD Development Plan Standard Conformance
The subject site has a zoning designation of Planned Unit Development – Public & Institutional
(PUD-P-I). The project's development standards are those established by the PUD
Development Plan (PUD-86-11). As described below, the project conforms to the PUD
Development Plan.

Site Layout/Pedestrian and Vehicular Access/Traffic
The proposed East Wing addition would not substantially alter the site’s overall access and
circulation. The project would continue providing vehicular access via driveways from West
Las Positas Boulevard, Owens Drive, Santa Rita Road, and Andrews Drive (see Figure 2
above). As a result of the addition and the reconfiguration of the campus loop, new sidewalks
are planned along the perimeter of the East Wing addition and at the passenger drop -off zone,
linking to the current on-site pedestrian pathways.

The project’s traffic analysis, prepared by TJKM, approximates 54 new AM peak hour vehicle
trips and 57 new PM peak hour vehicle trips. The City’s Traffic Engineering Division reviewed
the project's traffic analysis, which determined, as conditioned, that the project’s additional trip
