SHC Tri-Valley East Wing Hospital Addition
Design Review Application – Project Narrative
TAYLOR DESIGN – 6370.101

11

ARCHITECTURAL DESIGN
EAST WING HOSPITAL ADDITION :
The proposed East Wing hospital addition will utilize the existing established architectural vernacular of the
hospital campus. The exterior façade will consist of a combination of brick, accent brick, exposed concrete
columns, metal panels and glazing consistent with the existing hospital and medical office buildings. A new
metal canopy at the passenger drop-off area and Emergency Department entrance will extend towards the
existing arcade breezeway and provide covered protection from the Emergency Department to the hospital’s
main entrance. A stair tower at the north end of the building will be a vertical element to articulate the building
massing. Exterior glazing will be low-E glass. A metal canopy at the north end of the building will cover 5
ambulance bays.
The building will be approximately 50’-0” in height to top of parapet with 15’-4” floor to floor at first, second and
third floor levels. A mechanical penthouse approximately 3,500 square feet in area will be at the roof level with
total building height at mechanical penthouse approximately 59’-10”. Outdoor rooftop mechanical equipment
will be screened with metal panels to match existing mechanical screened enclosures with top of screened
enclosures approximately 59’-10” above grade.
NPC -5 COMPLIANCE :
The 2019 California Plumbing Code Section 615.4 states that “The emergency water storage capacity shall be
computed based on an approved Water Conservation/Water Rationing Plan to provide for 72 hours of operation,
accepted by the licensing agency.” Nonstructural Performance Category 5 (NPC-5) refers to the ability of a
hospital facility to support 72 hours of emergency operation. The scope of this project includes the installation
of new potable water and wastewater storage tanks to bring the hospital into compliance with NPC-5
requirements by January 1, 2030.
The proposed potable water storage tank will be above grade and will include a pump station and water
filtration skid. It is sized based on the current and future anticipated baseline water usage requirements for the
entire hospital building, including the proposed East Wing hospital addition.
The potable water storage tank, pump station and water filtration skid will be located on the western side of the
site north of the existing access from Andrews Drive and will be connected to the existing water service on the
south side of this access road. A screened, open air brick masonry enclosure with accent brick will screen this
equipment. The enclosure will be sized to accommodate a second tank for future hospital expansion. The walls
of the enclosure will be approximately 14’-6” tall. The existing landscape berm along the eastern side will be
extended towards the enclosure to reduce the visible height of the wall from Andrews Drive.
New below grade wastewater storage tanks will be installed as part of this project to comply with NPC-5
requirements. One tank will be installed at the south end of the existing staff and emergency department
parking lot north of the existing access from Santa Rita Road. A second tank will be installed in the lawn area
west of the existing west wing building between the west wing and parking lot. A portion of the wastewater will
be diverted to Andrews Drive and a small below grade storage tank will be installed in the parking area north of
the existing Central Utility Plant for this section of waste piping.
