SHC Tri-Valley East Wing Hospital Addition
Design Review Application – Project Narrative
TAYLOR DESIGN – 6370.101

13

Per CAL Green Code requirements for non-residential new construction 10% of parking spaces shall be Level 2
EVCS, and 10% shall be Level 2 EV Capable. For the new East Wing hospital addition and potential future nursing
unit on the second floor, a total of 43 parking spaces will be required. Per City of Pleasanton Municipal Code
Section 18.88.020.B “If, in the application of the requirements of this chapter, a fractional number is obtained, one
parking space shall be provided for a fraction of one-half or more, and no parking space shall be required for a
fraction of less than one-half.” Based on the 10% requirements noted above, a total of four (4) Level 2 EVCS and
four (4) Level 2 EV Capable parking spaces will be provided as part of this project. These spaces will be in the
staff and Emergency Department parking lot east of the new hospital addition.
City of Pleasanton Municipal Code Chapter 18.88 requires that at least 10% of the off-street parking spaces
required by Municipal Code Section 18.88.30 be designated as spaces for carpool, vanpool, carshare, and
alternative fuel vehicles. The four (4) Level 2 EV Capable parking spaces will be in the existing Emergency
Department and Staff Parking Lot near the hospital entrance and will initially be used for alternative vehicle
parking. Signage will be provided to indicate these spaces as alternative vehicle parking. One space will be
designated for Vanpool and four (4) spaces will be designated for carpool, car-share or alternative fuel vehicles
(including, but not limited to ethanol, biodiesel, fuel cell (hydrogen), natural gas vehicles, but not including
hybrid or biofuel vehicles where one of the fuels is gasoline or diesel.). These spaces will have electrical
infrastructure in place so that when the demand warrants, as determined by the Community Development
Director, these spaces can be used for electr ical vehicle charging.
Another 31 parking spaces in addition to the 989 proposed parking spaces in the current phase will be provided
in the future as part of the Phase 2 build-out of the second-floor shelled space.
PEDESTRIAN ACCESS
Sidewalks are proposed around the perimeter of the east wing hospital addition and at the passenger drop -off
area. These will connect to the existing on-site pedestrian circulation. A crosswalk will be provided to provide
access from the Staff / Emergency Department parking lot to the Emergency Department entrance.
TRANSIT CONNECTIONS
The existing hospital campus currently complies with CAP 2.0 (P10) and Municipal Code (17.26) for transit
connections. There are existing bus stops located adjacent to the hospital campus on Santa Rita Road and W.
Las Positas Boulevard. Pedestrian walkways provide access from these bus stops to the hospital and medical
office buildings.
ACTIVE TRANSPORTATION
Per CAP 2.0 (P8) new construction non-residential projects should provide two (2) short term bicycle parking
spaces (e.g. bicycle racks) for each 9,000 SF of gross floor area (minimum 2 spaces) and one long-term bicycle
parking space (i.e. bicycle locker, enclosed storage, or racks within building) for each 9,000 SF of gross floor area.
The site landscape and hardscape design will provide approximately eighteen (18) bicycle parking spaces at the
exterior of the building and an enclosed space to accommodate eight (8) bicycle parking spaces.
