SHC Tri-Valley East Wing Hospital Addition
Design Review Application – Project Narrative
TAYLOR DESIGN – 6370.101

16

PERMITTING
Certain aspects of the East Wing Hospital Addition project will be submitted to the City of Pleasanton for review
during the permit review process with other aspects under jurisdiction and review by the California Office of
Statewide Planning and Development (OSHPD). California Application Notice (CAN) 2-0, revised January 10,
2017, Code Section 7-103 outlines components of this project that will be under OSHPD jurisdiction and those
that will be under local or other jurisdictions. In addition to CAN-2-0, OSHPD Advisory Guide Series – A9 provides
clarification of sitework under OSHPD jurisdiction vs. local jurisdiction.
OSHPD is the enforcing agency for OSHPD 1 health facilities as specified and stated in California Building Code
Section 1.10. While having jurisdiction as the “fire code official”, OSHPD does not have a “fire department” with
fire-fighting apparatus. It is therefore OSHPD policy to work closely with local fire departments regarding many
aspects of fire and life safety relative to buildings under its jurisdiction.
The City of Pleasanton retains jurisdiction, as the enforcing agency, with respect to location of the structure(s)
on the property, building height and massing, landscaping, grading or site work (except work associated with
construction of buildings under OSHPD jurisdiction), parking lot construction, and the general aesthetics of the
site or building.
The following aspects of the project will be submitted to the Office of Statewide Health Planning and
Development (OSHPD) for permit approvals as part of an incremental review process:
1. Geotechnical Report
2. OSHPD Functional Program
3. Increment 1: Make Ready, Sitework
a. New electrical infrastructure
b. Relocation of underground utility infrastructure serving the hospital building
c. Site work
d. Temporary exiting and access plans
e. Temporary construction barriers
f. Selective demolition (site demolition, existing ambulance canopy, existing ambulance
vestibule)
g. Temporary ambulance canopy, fire sprinkler protection, lighting
4. Increment 2: Core and Shell:
a. Footings and foundations
b. Building superstructure
c. Building envelope
d. Elevator and mechanical, electrical, plumbing shafts
e. Mechanical, electrical and information technology rooms
5. Increment 3: Tenant Improvements – New East Wing Hospital Addition:
a. Phasing of temporary wall removal at existing hospital building
b. New East Wing Hospital Addition
c. Tie-ins at first and second floor levels
d. Labor, Delivery, Recovery and Post-partum rooms at second floor
e. ADA, exiting plans, FF&E
