SHC Tri-Valley East Wing Hospital Addition
Design Review Application – Project Narrative
TAYLOR DESIGN – 6370.101

21

HEALTH RISK ASSESSMENT AND AIR QUALITY ANALYSIS
The proposed improvements at the site have already undergone environmental review and received California
Environmental Quality Act (CEQA) approvals. As a City of Pleasanton Condition of Approval, phases of
development on the site are required to prepare a Health Risk Assessment and Air Quality Analysis. A Health Risk
Assessment and Air Quality Analysis has been performed for this project consistent with Bay Area Air Quality
Management District (BAAQMD) screening thresholds and criteria.
STATIONARY SOURCES
The BAAQMD Stationary Source Screening Map was used to identify the location of stationary sources permitted
by the district and conservative values for cancer risk, chronic hazard index and PM₂.₅. Please refer to screening
report for identified permitted stationary sources within 1,000 feet of this project. The sum of all stationary
sources’ risks, PM₂.₅ and hazards do not exceed the cumulative thresholds. The following are BAAMQMD
permitted equipment at 5555 W. Las Positas Boulevard (hospital site).
EMERGENCY GENERATORS:
The hospital campus has two emergency generators installed to provide electrical power in the event of loss of
normal utility power. An older 1,250 KW emergency generator was installed at the Central Utility Plant. The
second emergency generator has a capacity of 2,000 KW and was installed in a generator yard enclosure about
two years ago. The 2,000 KW generator provides emergency power to parts of the hospital not supported by the
1,250 KW generator but also has the capacity and electrical arrangement in place to back up the older 1,250 KW
generator entirely. The 2,000 KW generator is BAAQMD Tier 4 compliant. Both installed generators have current
BAAQMD permits to operate.
As part of the East Wing Hospital Addition project, the hospital will install a second 2,000 KW BAAQMD Tier 4
compliant emergency generator at the existing generator yard. This new generator will provide emergency
power to support the East Wing Hospital Addition building with spare capacity to support future expansion. The
1,250 KW generator will be removed, and the emergency load will be switched over entirely to the first 2,000 KW
generator already installed. The updated configuration will allow both 2,000 KW emergency generators to
operate concurrently in parallel to meet load demand and to provide a higher level of redundancy.
STEAM BOILERS:
The hospital campus has two dual fuel fired high pressure steam boilers installed at the Central Utility Plant.
Each steam boiler output capacity is 10.8 million btu/hr. (10,300 lbs./hr.) at 125 psig steam pressure. The steam
boilers provide heat source to generate heating hot water and domestic hot water and provide steam to steam
equipment such as sterilizers and space humidification. The central plant currently operate s one boiler only and
the remaining boiler is for standby. The steam system will be extended to serve the new East Wing Hospital
Addition to generate heating hot water and domestic hot water and provide steam for sterile processing
equipment. Two boilers will then be operating in parallel and staged to meet steam load demand. Both installed
steam boilers have current BAAQMD permit to operate.
