SHC Tri-Valley East Wing Hospital Addition Design Review Application – Project Narrative TAYLOR DESIGN – 6370.101 22 MOBILE SOURCES HIGHWAYS: There are no highways within 1,000 feet of the project property line. The nearest highways are I -580 approximately 1 mile to the north of the site and I-680 approximately 4 miles to the west of the site. MAJOR ROADWAYS: The property is bounded by Santa Rita Road to the east, Old Santa Rita Road to the northeast, Andrews Drive to the west, W. Las Positas Boulevard to the South and Owens Drive to the southwest. Santa Rita Road, W. Las Positas Boulevard and Owens Drive are major roadways with at least 10,000 average annual daily traffic (AADT) within 1,000 feet of the property lines. AADT for the roadways are as follows: Roadway AADT Owens Drive 10,100 W. Las Positas Boulevard 18,500 Santa Rita Road 29,500 Old Santa Rita Road 2,100 Per the BAAQMD Mobile Source Screening Map the Roadway Cancer Risk is between 4.154 and 20.771 in a million for most of the site including where the proposed East Wing Hospital Addition will be situated. The eastern and southern portions have a moderate Roadway Cancer Risk between 20.771 and 58.99 in a million. The southeast corner of the site, at the intersection of Santa Rita Road and W. Las Positas Boulevard has a cancer risk between 58.99 and 132.104 in a million. Roadway Chronic Hazard is between 0.014 and 0.058 hazard index at the center and west side of the site, between 0.058 and 0.155 hazard index at the eastern and southern portions of the site and between 0.155 and 0.345 hazard index at the intersection of Santa Rita Road and W. Las Positas Boulevard. Roadway Particulate Matter 2.5 (PM₂.₅) is between 0.101 and 0.418 µg/m³ for most of the site and between 0.418 and 1.139 µg/m³ along the eastern and southern portions of the site. RAIL: There are no rail lines or railyards within 1,000 feet of the property lines. The nearest rail lines are approximately 1 mile to the north of the site along the I-580 corridor with Dublin Pleasanton BART station approximately 1.5 miles from the site. MARINE: There are no ocean-going vessels, commercial harbor craft or ports within 1,000 feet of the project fence line. CONCLUSION Based on the Health Risk Assessment and Air Quality Analysis the project can assume no significant impact for risk and hazards from permitted stationary sources. There are risks and hazards associated with the proximity of the site to major roadways with at least 10,000 AADT. The proposed risk reduction strategy for this project will be to situate the proposed East Wing Hospital Addition towards the center of the site and maintain existing perimeter parking lots, landscaping and open space to reduce potential risks to receptors.
