P22-0902/11991 Dublin Canyon Road Planning Commission
4 of 6
clearstory element above the entryway creates another central focal point. The proposed
building height is approximately 30 feet 3 inches.

ANALYSIS
General Plan and Zoning Conformance
The project site has a General Plan land use designation for Retail/Highway/Service
Commercial, Business and Professional Offices. The zoning for the site is Central Commercial
(C-C) District, where restaurants are permitted uses. The proposed project meets the goals,
policies and programs stated in the General Plan Community Character Element.

Site Plan
The site is located at the visible corner of Dublin Canyon Road and Foothill Road. Given its
visibility and topography, the proposed building would be situated along the rear (south)
property line, facing north, with parking on the north side of the site (Please see Figure 2). The
C-C zoning district does not specify minimum setbacks. It allows a maximum FAR of 300
percent and a building height of approximately 40 feet. Staff finds the building placement is
sensible to the surroundings as it would create a less-imposing structure when viewed from the
streets. It would also offer opportunities to provide landscaping along the property lines to
soften the appearance of the building and enhance the streetscape.

Figure 2: Site Plan

Due to the existing topography, terraced retaining walls are proposed to the south of the
restaurant building. In addition, bioretention and treatment areas are proposed to treat
stormwater runoff prior to entering the City’s storm drain system. A trash en closure is proposed
to be located to the west of the restaurant building and would meet the City's trash enclosure
standards. The project site would include two fire hydrants: one located near the restaurant
building and the other located behind the restau rant by the extended driveway. Additionally,
the extended driveway would end with a turnaround area for emergency vehicles. The Fire
Marshal of the Livermore-Pleasanton Fire Department (LPFD) has reviewed the site layout, the
locations of the fire hydrants, and the design of the turnaround area. The Fire Marshal finds the
design would meet LPFD requirements.
