CITY OF PLEASANTON TTCASANJ011431.2025 12
PROPOSAL FOR
CITY OF PLEASANTON
QUIET ZONE
Kimley-Horn will also schedule, facilitate, and lead the field diagnostic meetings for each of the four crossings within
the proposed Quiet Zone. Field diagnostic meetings are a necessary component to the development of any crossing
modification plan, and especially for quiet zone development. It is assumed that the field diagnostic meetings would
include the following participants:
◢City of Pleasanton staff
◢CPUC staff (Ramineh Medhat, Rail Crossings
Engineer Branch representative for Alameda County)
◢UPRR (Cliff Cessna) and/or other staff representative
from UPRR, Benesch, and/or Olsson
◢Kimley-Horn contract task leads
◢ACE representative
◢FRA representative, typically Eric Walker in
Northern California/Region 7
Following both the virtual pre-diagnostic and field diagnostic meetings, Kimley-Horn will prepare notes for all
stakeholders to provide their review and comment. During this process, Kimley-Horn will also revise the conceptual
designs based on feedback received from the diagnostic team. Kimley-Horn will provide revised conceptual designs
alongside the meeting notes from the field meeting. The revised concept plans will serve as the basis for preparation of
final design documents in Task 5.
Task 4 Deliverables:
✓Approved field review minutes
✓Recommended design revisions
TASK 5: FINAL DESIGN
Kimley-Horn will prepare the plans, specifications, and cost estimates (PS&E) as 70% and final submittals. Each
submittal will be submitted electronically with native file backup. This approach will reduce the quantity of design
submittals in an effort to preserve the City’s budget for the project.
After each submittal, Kimley-Horn will facilitate a design review meeting with the City of Pleasanton to review major
stakeholder comments and agree on an approach to address comments. Following these design review meetings,
Kimley-Horn will incorporate comments from City staff and other stakeholders whose review is required for Quiet Zone
approval and grade crossing modifications (to include CPUC and UPRR) to prepare the final bid package. Kimley-Horn
will prepare a comment resolution matrix at each submittal to consolidate all review comments into one centralized file,
broken out by reviewing agency.
The final submittal will be stamped and signed by a Registered Professional Engineer (PE), licensed in the
State of California.
Kimley-Horn assumes that the civil infrastructure would be limited to the installation of medians at the four subject
crossings, and grade crossing warning signage and striping for MUTCD/CA MUTCD compliance. Through this
approach, Kimley-Horn assumes topographic survey would not be required for the design or construction of this
infrastructure. Should additional infrastructure be required at any crossing such that topographic survey, grading and
drainage, or warning device placement would be necessary, the City can exercise the Additional Design Services task
as described under Task 8.
Task 5 Deliverables
✓PS&E at 70% and final design
✓Comment Resolution Matrix at each submittal
Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
