CITY OF PLEASANTON  TTCASANJ011431.2025 13
PROPOSAL FOR
CITY OF PLEASANTON
QUIET ZONE
TASK 6: OUTREACH AND COORDINATION
Following the field diagnostic meeting, Kimley-Horn will work with the City to determine the next steps and timeline
associated with implementing a quiet zone in the City. This will be documented in a summary memorandum to be
shared with the City Council. This memorandum will include the efforts to-date, a description of the existing conditions
at each crossing, an outline of the quiet zone calculations and factors evaluated during the alternatives analysis, the
recommended SSMs and/or ASMs, and options to satisfy Quiet Zone requirements that would be pertinent to the City’s
councilmembers. As noted in the RFP, Kimley-Horn will prepare a one-page infographic to visualize the improvements
and other information for presentation to City staff.
Within this task, Kimley-Horn will prepare presentation materials to be used in public outreach meetings. Kimley-
Horn will attend and present at a maximum of two (2) City meetings, if needed, prior to the construction and/or
implementation of the Quiet Zone. It is assumed that one (1) of these meetings will be a public outreach meeting for the
general public, and one (1) meeting will be for City Council or other City Committees.
Task 6 Deliverables
✓Memorandum for work associated with project inception through concept plan development
✓Presentation materials
✓Attendance at two (2) City meetings
TASK 7: PERMITTING AND APPROVALS
Kimley-Horn will assist in the development and submittal of materials required by outside agencies necessary for the
implementation of the Quiet Zone. Kimley-Horn will prepare and submit the GO 88-B application to the CPUC on behalf
of the City to seek approval for the modification of any/all at-grade crossings. After construction is complete, Kimley-
Horn will work with CPUC and the City to schedule the Form G field visit to record all modifications made comply with
the approved crossing modification plans. This information can then be used to update the US DOT Inventory Form.
Kimley-Horn will coordinate with UPRR and ACE as-needed for review of the project plans and to secure any permits
and agreements if required for the construction of safety enhancements within UPRR right-of-way. Kimley-Horn will
provide support to the City staff or contractor responsible for the construction activities and will aid in obtaining a
Contractor’s Right-of-Entry to access UPRR property for construction.
Kimley-Horn will coordinate with the FRA and lead the development of materials required in seeking final authorization
for implementation of the Quiet Zone. The coordination effort with FRA is anticipated to include filing of a NOI for a 24-
hour Quiet Zone, and at completion of the project, a NOE. As of October 2025, the FRA has ceased the requirement of
Notices (NOI, NOE) being submitted via certified mail, and now requires all notices be provided via email.
Task 7 Deliverables:
✓GO 88-B application for CPUC approval
✓Required UPRR permits (Right-of-Entry)
✓Required Quiet Zone paperwork and application, as determined by the FRA
The following optional tasks are included in our proposal, and will only be executed upon the City’s authorization:
TASK 8: ADDITIONAL DESIGN SERVICES
In the event the scope of design services is expanded beyond the installation of medians at each of the four crossings,
Kimley-Horn will provide additional design services to achieve the required stakeholder approvals.
UNICO will collect topographic surveys at each of the four (4) crossings (or specified subset of crossings). For this
proposal, UNICO assumes all four (4) crossings would require topographic survey. Kimley-Horn would then prepare
70% and final design packages in accordance with the scope of Task 5, but with added design elements.
Docusign Envelope ID: 2430EB25-F48A-45D4-91C5-9340C4FBB5C9
