Under California
law, a general tax requires only a simple majority (50 percent + 1) for approval, while a special
tax dedicated to specific purposes requires a two-thirds supermajority.

Next Steps and Timeline

If the City Council provides direction to proceed, staff will undertake the following:
• Develop draft ballot language for City Council review
• Continue coordination with regional partners
• Develop community education materials
• Return to Council for final approval and November 2026 ballot placement by June 2026

EQUITY AND SUSTAINABILITY
A TOT increase has limited direct local implications, as the tax is paid primarily by visitors
rather than local residents and property owners.
