Page 1 of 4 Item #2 CITY COUNCIL AGENDA REPORT March 17, 2026 Community and Economic Development TITLE: ADOPT A RESOLUTION APPROVING THE ANNUAL PROGRESS REPORT ON IMPLEMENTATION OF THE GENERAL PLAN HOUSING ELEMENT FOR CALENDAR YEAR 2025 AND AUTHORIZE SUBMITTAL TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF PLANNING AND RESEARCH SUMMARY An Annual Progress Report (APR) on the status of the Pleasanton General Plan Housing Element has been prepared for the 2025 calendar year, per State law. The report must be approved by the local legislative body through a resolution and submitted to the State Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR) by April 1 of each year to show the status of implementation of the Housing Element goals, policies, and programs. This annual report will be the second APR submitted for the 2023-2031 (6th Cycle) Housing Element cycle, which was adopted on January 26, 2023 and revised on August 17, 2023. RECOMMENDATION Staff recommends the City Council adopt the resolution accompanying this report that approves the 2025 Housing Element Annual Progress Report and authorizes submittal of the report to HCD and OPR. BACKGROUND Section 65400 of the California Government Code requires the City to file an annual report with the State Department of Housing and Community Development (HCD) addressing the status of the General Plan Housing Element and progress made toward implementing its goals and policies. The General Plan Housing Element for the 2023-2031 planning period was adopted by the City Council on January 26, 2023 and revised on August 17, 2023. This annual report will be the second submitted for the 6th Cycle Housing Element, covering calendar year 2025. DISCUSSION The Housing Element Annual Progress Report (APR) – 2025 (Attachment 1) shares the status of implementation of the Housing Element goals, policies, and programs for the City of Pleasanton. HCD has specific reporting requirements for the APR, including information contained in a series of standardized tables (attached). Various State housing laws adopted 2020-2025 have added new data requirements that are reflected in this 2025 Housing Element APR as needed. Some of the newer standardized tables required by HCD, particularly Table A2, are difficult to print in a reader-friendly manner. Staff has attempted to make the tables as clear as possible and a link to PDF (electronic) copies is available upon request. Many of the tables appear blank, because the City has no updates or responsive information, but nonetheless appear in Attachment 1 as part of the standardized package. These tables are Page 9 of 242
