The Merritt Property annexation area is not subject to a development agreement authorized by Government Code Section 65865 and entered into before January 1, 2008. This County-City RHNA transfer agreement has received all necessary local approvals. On March 17, 2026, the Pleasanton City Council adopted a resolution authorizing the Mayor to sign the County-City RHNA transfer agreement (Attachment 2). On April 9, 2026, the Alameda County Board of Supervisors approved this County-City RHNA transfer agreement. This agreement is intended to satisfy the requirements of Government Code Section 65584.07(d) and to become effective upon receipt and acknowledgment by ABAG.
