PAGE ͱ of ͳ
of improvements such as missing or poorly implemented operational practices/programs. Short‐term
implementation will also be coordinated with the City’s current available resources and funding. Long‐
term implementation will be utilized to assist the City with long‐term financial planning including future
water rate and connection fee studies. Carollo will document findings and recommendations in this
chapter of the WSMP.
The City has already identified the following O&M improvements, which will be implemented by Carollo as
part of this agreement due to their high priority.
Standard Operating Procedures
As part of this task Carollo and subconsultant DKF will identify job competencies for the City’s water system
related job classifications including Utilities Division Manager, Chief Utilities Systems Operator, Laboratory
Services Specialist, Utilities Maintenance Supervisor, Utilities Lead Workers, Utilities Systems Operator I
and II, and Utilities Maintenance Workers. Based on these job competencies, Carollo and DKF will develop a
list of recommended water related SOPs that are prioritized for purposes of implementation. Carollo and
DKF shall also develop a SOP template that includes procedures for reviewing, modifying, adding, and
deleting SOP content. The format of SOPs shall be electronic interactive photo‐based and tailored specific
to City’s needs. SOPs will include a training plan and competency assessment worksheet. SOPs will address
relevant AWWA and CDPH guidelines and requirements. SOPs shall be in pdf and electronic format for
incorporation into DKF's cloud‐based subscription service to be utilized by the City for storing and viewing
sewer system SOPs.
For budget purposes, this task does not include preparation of individual SOPs. The City may utilize the
allowance in Task ͭͰ for Carollo and DKF to prepare selected SOPs. Task ͭͰ may also be used to prepare
emergency response plans for selected water lift stations.
Training Program
Utilizing the job competencies identified above, Carollo and DKF will identify a list of recommended water
related training modules that are prioritized for purposes of implementation. Carollo and DKF shall also
develop a training module template in coordination with the City’s Training and Emergency Services
Manager so that the modules can be integrated into the City’s learning management system.
For budget purposes, this task does not include preparation of individual training modules. The City may
utilize the allowance in Task ͭͰ for Carollo and DKF to prepare selected training modules.
Task 9 ‐ Deliverables:
- Recommended SOP List and Template
- Recommended Training Module List and Template
Task 10 – Capital Improvements
In this chapter of the WSMP, Carollo will recommend prioritized capital improvement projects with
estimated implementation costs for each. This list of recommended projects will integrate
recommendations from the various planning efforts discussed in Task ʹ. For example, if through various
planning documents a facility has separate recommended improvements related to capacity deficiencies,
asset renewal and replacement, and regulatory compliance, then these recommendations shall be
integrated into a single capital improvement project with a combined and coordinated scope and cost. The
prioritized projects will be grouped into short‐term implementation (i.e., within next ͱ years) and long‐term
implementation (i.e., ͱ+ years). Short‐term implementation projects will include readily identifiable, high‐
risk areas of improvements, be coordinated with currently available City resources and funding, and be the
basis of updates to the City’s CIP. Long‐term implementation will be utilized to assist the City with long‐
Docusign Envelope ID: 271FE856-C5AE-4E67-BBDD-ED81F3311151
