City of Pleasanton 2 Woodard & Curran, Inc.
Advanced Planning Projects – Sewer Infrastructure Impact December 11, 2025
1. Housing Element Addendum Update:
o Densification of existing future development sites and addition of new future
development sites
2. Bart Station Development
o Densification of the BART Housing Element site.
▪ Two model load scenarios will be developed to determine the impacts
of the upper and lower density scenarios.
Subtask 2.2
This subtask includes the East Pleasanton Master Plan advanced planning project. This project
is assumed to be developed after Projects 1 and 2 are completed, therefore any proposed loads
from the East Pleasanton Projects would be added to the impact of those projects. Model loads
will include projects such as Arroyo Lago, Amazon, and East Lakes with final unit counts added
based on feedback from City planning staff. Project 3 will include 2 load scenarios for upper
and lower density assumptions. This task assumes (2) meetings, one with City Planning staff to
determine total unit counts to assume for Arroyo Lago, Amazon, and East Lakes and one
meeting with BN Planning to determine upper and lower density unit counts.
Advanced Planning Projects Included in this Subtask:
3. East Pleasanton Master Plan
▪ Two model load scenarios will be developed to determine the impacts
of the upper and lower density scenarios.

Task 3 – Evaluate Adequacy of Sewer System and Assess Alignment Alternatives
Woodard & Curran will run the model for dry weather and design storm wet weather scenarios
and assess the capacity impact of the flows from the advanced planning projects included in
the analysis on the existing downstream sewers. Base wastewater flow unit flow factors, diurnal
wastewater flow profiles, infiltration/inflow parameters, design storm rainfall, and hydraulic
criteria will be based on those used for the Master Plan. Capacity deficiencies will be identified
based on the performance criteria established in the Master Plan.
The size and extent of public sewer capacity improvements (e.g., pipe upsizing) that may be
needed to serve each development project/scenario, and the sizing of any new or upsized
sewers will be determined. A planning level cost estimate will be developed for each capacity
improvement project, using the typical cost factors developed for the 2024 Sewer Capacity
Evaluation.
Subtask 3.1
This subtask includes model runs for Project’s 1 and 2, including 2 model runs for Project 2’s
upper and lower density scenarios as defined in Subtask 1.1. If a capacity project is identified
under this subtask, the number of units required to “trigger” a capacity project will be
determined, and a planning-level cost estimate developed. This task also includes one (1)
coordination meeting with City staff to discuss findings.
Docusign Envelope ID: FD04895D-67BA-4A01-A55C-FDF87B5399C5Docusign Envelope ID: ECB15ECD-7A1F-4E85-B7A9-398949919095
